Monitoring Evaluation and Learning Officer – Kampala – National Association of Women’s Organisations in Uganda

The National Association of Women’s Organisations in Uganda (NAWOU) is an umbrella organisation whose members are NGOs, faith based organisations, CBOs and professional women’s organisations. It aims at promoting and strengthening the woman’s movement. This is done through undertaking mobilization of members for networking, generating packages or repackages and disseminating of information pertinent to members. We build the capacity of members for advocacy, representation and direct support to members.

Job Summary: The Monitoring, Evaluation and Learning Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner. The incumbent will be responsible for designing and implementing the M, E&L activities of the Project; assisting the Programme Manager in preparing quarterly/annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the management Information Systems (MIS) of the Projects and will be responsible for the collection & analysis of different data in relation to the project activities. The incumbent works in closely and collaboration with projects teams.

Key Duties and Responsibilities:
· Develops and strengthens monitoring, inspection and evaluation procedures
· Actively monitors all project activities, expenditures and progress towards achieving the project output;
· Recommends further improvement of the logical frame work;
· The incumbent develops monitoring and impact indicator for the project success;
· Actively monitors and evaluates overall progress on achievement of results;
· Monitors the sustainability of the project’s results;
· Provides timely feedback to the Programme Manager on projects strategies and activities;
· Suggests strategies to the Programme Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
· Develops monthly, quarterly, half-yearly and annual progress reports on all project activities to the Programme Manager;
· Conducts capacity assessment on existing monitoring and evaluation system and develops indicators and monitoring strategies for the projects;
· Provides inputs, information and statistics for quarterly, annual and other reports to the programme Manager and Executive Director
· Takes part in annual project reviews and planning workshops and assist the Programme Manager in preparing relevant reports;
· Support monitoring and evaluation of the effects and impact of the project;
· Render support in coordinating across the available components of the Project to ensure effective implementation of M&E/MIS;
· Support project personnel with M&E tools and in supporting them in their use.
· Perform other duties like resource mobilization as may be required;

Key Performance Indicators:
· Develops M&E system for the Projects
· Prepares monthly MIS reports;
· Assists the Project teams in preparing other relevant reports;
· Organizes and conduct training on M&E/MIS for project staff
· Assists Programme Manager in the preparation of reports on the findings and lessons learned from project innovations;
· Provides input and update information related to project outcome in NAWOU website;
· Assists Programme Manager in preparing monthly and quarterly reports on project progress based on MIS reports on project activities;
· Prepares and maintains program databases

Qualifications, Skills and Experience:
· The applicant should hold a University Degree preferably in statistics, Project planning and management, Economics or other related field. Specific training in M&E is desirable.
· A minimum of three to five years’ experience in the design and implementation of M, E&L /MIS in development projects implemented by national/international NGOs/UN bodies/ Government;
· Past experience in designing tools and strategies for data collection, analysis and production of reports;
· Proven ICT skills, especially in the development of MIS software using database software;
· Expertise in analyzing data using statistical software;
· Excellent training and facilitation skills.
· Broad working knowledge on MIS, monitoring, evaluation, learning and development issues;
· Excellent knowledge of monitoring and the application of methodology: Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities;
· Excellent communication skills (written and oral): Sensitivity to and responsiveness to all partners
· Respectful and helpful relations with donors and project staff.
· Ability to lead implementation of new systems (business side), and affect staff behavioral/ attitudinal change
· Focuses on results
· Consistently approaches work with energy and a positive, constructive attitude
· Demonstrates strong oral and written communication skills
· Remains calm, in control and good humored even under pressure
· Demonstrates openness to change and ability to manage complexities
