About US:
The Government of the Republic of Uganda has received a loan and a grant from the International Fund for Agricultural Development (IFAD) to finance the Project for Restoration of Livelihoods in the Northern Region (PRELNOR), and intends to apply some of the proceeds to recruit staff to implement the project. PRELNOR will cover the districts of Adjumani, Agago, Amuru, Gulu, Lamwo, Kitgum, Nwoya and Pader.
About PRELNOR Project:
The overall goal of the PRELNOR is: Increased income, food security and reduced vulnerability of poor rural households in the project area. This will be through increased sustainable production, productivity and climate resilience of smallholder farmers with increased and profitable access to domestic and export markets.
Job Summary: The Accounts Assistant will support the Financial Controller in ensuring a proper accounting filing system; follow up of accountabilities from districts, staff, and other implementers, data entry and reconciliations.
Key Duties and Responsibilities:
In charge of the preparation of source documents, e.g. payment vouchers, journal vouchers
Chronological filing of documents with adequate cross reference to ensure ease of retrieval
Follow up of payments within the Ministry of Local Government
In charge of data entry into the accounting system
Responsible for the preparation of reconciliations for review by the financial controller;
Actively facilitate both internal and external auditors to audit the project’s financial transactions and reports to meet the required submission dates by IFAD;
Support the financial controller in preparation, follow-up and submission of withdrawal of funds to IFAD and GoU;
Maintain key registers such as fixed assets; inputs into the contracts register, contract monitoring forms
Assist the financial controller in the preparation of monthly, quarterly, semi-annual and annual reports regarding aspects of project financial monitoring bringing out variances and advising implementers as to the limits of expenditure;
Perform any other duties that are assigned by the financial controller
Qualifications, Skills and Experience:
The ideal candidate should preferably hold a Bachelor’s degree in Commerce or Business Administration majoring in accounting option from a recognised University / Institution. Plus professional qualifications like ACCA and CPA.
A minimum of two years of relevant work experience
Excellent quantitative and analytical skills;
Computer-literate including accounting packages and well-versed in the use of Excel, Word and basic data base set-ups.
