Assistant Finance Coordinator – Action Against Hunger

Action Against Hunger (ACF) is an International Humanitarian NGO. For over thirty years, ACF has been implementing Food Security and Livelihoods, Nutrition, Water, Sanitation and Hygiene programs in the Lango, Acholi, West Nile and Karamoja regions in Uganda.

Job Summary: The Assistant Finance Coordinator will work in liaison with the Finance Coordinator to ensure smooth implementation of finance procedures within the organisation.

Key Duties and Responsibilities:
Capital Administration:
Post entries in SAGA for all mission journals books (UGX and USD) as well as capturing all accruals and prepayments at the beginning, during and end of grants.
Work in close collaboration with the Finance Coordinator, allocate correctly shared costs at Kampala level and ensure that entries are correct .
Cash Management:
Ensure that bank accounts and cash boxes in the capital are properly managed and followed-up.
Make payments, advances, and transfers, ONLY if the payment/Procurement request/Supplier Purchase Order has previously been duly approved.
Prepare transfer vouchers and organize transfers to field bases. Communicate transfers made to the Base Administrators and ensure that such communications are timely.
Control that each transaction is justified by an appropriate invoice/receipt, and to ensure the quality of receipts.
Maintain all bills in the appropriate records and ensure that the classification is made by month, contract, and budget line.
Do a monthly check of the missing invoices from the bases and the capital, and ensure they are received within one month’s time.
Financial & Accountancy Management:
Implement Financial Procedures and to propose new ones when necessary.
Capture and enter parameters of new budgets in SAGA.
Review qualities of accountancies sent by base administrators and provide feedback on a monthly basis.
Act in the capacity of the Finance Coordinator in his absence
Prepare BFU and provide comments on analysis in place of Finance Coordinator.
Prepare monthly and mid-month cash forecast in place of Finance Coordinator.
Support the Finance Coordinator in financial proposal writing and donor reports.

Qualifications, Skills and Experience:
The ideal candidate for the Action Against Hunger (ACF) Assistant Finance Coordinator job opportunity should preferably hold a University degree in Finance or Business Administration (Accounting). Professional qualification CPA/ACCA level is desirable.
A minimum of three years’ experience with an International NGO performing similar roles will be an added advantage.
Previous experience and familiarity with SAGA software is a MUST
Professional computer skills, including MS Word, Excel, internet, and email;
Good management, communication, teamwork spirit, capacity building and report writing;
Ability to work independently when necessary, set realistic goals, and work within agreed timelines.
Ability to communicate and perform within an international and multicultural team.
Excellent interpersonal skills and the ability to support, motivate, and train staff.
Willingness to travel to our field location (Karamoja, Northern and west Nile regions).
Fluency in English both written and spoken
