Job Summary: The Assistant Financial Controller will mainly be responsible for the management of the Uganda Finance Team, including Partner Grants, ensuring:
Timely, accurate and high quality financial reporting
Donor funds are effectively managed in pursuit of agreed objectives.
Effective systems and controls are in place for financial management and reporting
Partner Grants Team have sufficient capacity to meet the above requirements
Continuous improvement and development of the finance team both Kampala Finance Team and Field Office Finance Teams
Key Duties and Responsibilities:
1. Supervision
Oversight of the GOAL Uganda Finance Team in conjunction with the Financial Controller (FC), outline and communicate responsibilities for the team members as appropriate and ensure they are followed.
Organize regular team meetings to ensure agreed plans are communicated and appropriate actions taken
In charge of the management of team performance
Identify personnel development plans for team members and ensure follow through
Manage annual/study leave requirements to ensure the finance team continue to meet their ongoing requirements
2. Oversee Financial Management within GOAL Uganda:
Deal with any disciplinary or personnel issues in the team as required
Management of the day-to-day financial reporting to facilitate on-time reporting to Donors and Dublin HQ
The incumbent will lead the monthly Sage Accounts Process, Donor Status Report (DSR) Process, Rolling Budget Process and the Payroll Process
The job holder will also ensure the Field Office Finance Teams are supported by the Kampala Finance Team
Ensure the Field Office Finance make their submissions on time n. Coordinate with Dublin HQ on Funds Request and local banks on Currency Contracts
Guide the GOAL Uganda Management Team on Tax Related Matters
3. Oversee Partner Grants Management:
Keenly review monthly grants reports, proposals, visit reports, internal audits and partner assessment tools each month to ensure that they have been appropriately dealt with by the Grants Management Team
Regularly review evidence of checking of partner distributions by the Grants Management Team
Visit a sample of partners (determined by risk) on an annual basis
4. Assist with Donor Proposals and Grant Management
Support the Financial Controller in the preparation of Financial aspects of Donor Proposals
Coordinate the preparation of Donor Financial Reports
Offer technical support on Donor budgets, Donor reporting, Guidelines & Regulations to GOAL Uganda Management Team
5. Lead Annual Statutory Audit and Specific Project Audits
Facilitate timely completion of the Annual Statutory Audit and Financial Statements
Facilitate timely completion of Specific Project Audits
Qualifications, Skills and Experience:
The GOAL Assistant Financial Controller must be a Qualified accountant with ACA, ACCA, CIMA, CPA or equivalent ( Do not apply if you don’t have any of these )
At least five years’ professional experience with an international NGO
Significant experience in dealing with institutional donors such as DFID, Irish Aid, MasterCard Foundation, Charity:water and any other for at least three years
Excellent written, verbal and communication skills including budget and report writing experience
Excellent computer skills, including Microsoft Word and Advanced Excel
Good team player, flexible, tolerant, committed and capable of working within a multinational and multicultural team
Working knowledge of SAGE
Team leader experience; proven staff management skills including on the job training and systems development
Highly self-motivated, organised and innovative
Proven ability and willingness to produce financial information in a format that non-technical staff can easily understand
Excellent analytical and conceptual skills, with particular emphasis on planning, working to tight deadlines, providing training, facilitating capacity building and supervising team activities
