Job Summary: The Country Financial Controller will primarily ensure the effective management of Concern Uganda’s finances. This includes staff training and development, treasury management, financial planning/budgeting and reporting on all donor grants. The incumbent is also responsible for maintaining and managing controls & procedures to safeguard and account for all assets, funds and interests of Concern’s operations. The job holder is responsible for Partner financial assessment, monitoring & capacity building and is also a member of the senior management team who participates in all key decisions relating to finance.
Key Duties and Responsibilities:
1. Financial Control:
· Maintain an effective & efficient system of internal controls which comply with Concern worldwide’s financial guidelines by reviewing existing systems on an on-going basis in order to develop and improve internal controls
· Make sure that all financial records & accounts are compiled timely, accurately and in line with international accounting standards & donor regulations.
· Ensure that country management prepares the annual & revised country budget and donor budgets, as accurately as possible.
2. Financial Reporting:
· Ensure timely & accurate preparation of monthly management accounts for budget-holders and Country Management to ensure that they can take appropriate action on any significant variances.
· Ensure timely & accurate preparation of financial reports for headquarters in Dublin and donor reports for external donor/agencies.
· Ensure timely reconciliation of all balance sheet items on a monthly basis, in accordance with Concern Worldwide policies & procedures and finalise year-end accounts for external auditors.
· Provide financial analysis where necessary especially on maximizing available funds and advice to CMT.
3. Staff Management & Capacity Building:
· Ensure that a good standard of financial management is maintained by undertaking specific training, capacity building and other relevant initiatives to ensure finance staff performs their roles and responsibilities with accuracy & professionalism.
· Conduct financial training of budget holders, to assist them in enforcing financial controls & making decisions based on financial reports.
4. Financial System:
· Ensure that country financial management systems & records are adequate in order to identify and protect the assets & interest of the organization in an efficient & effective manner.
· Ensure that the accounting software (Great Plains) is maintained and utilized in an appropriate & effective manner.
· Establish & maintain a donor financial management system in order to optimize funding & to ensure efficient & accurate reporting to donors.
· Ensure that adequate controls over cash & bank management are constantly monitored and updated to minimize the risk of fraud or misappropriation as well as undertaking regular field visits in order to assess the financial systems in place & implement improvements as needed.
· Keenly monitor all financial activities, and keep the Country Management advised of all situations which have the potential for a negative impact on internal controls or financial management performance.
· Carry out financial assessments, evaluation and capacity building of partners, in line with Concern’s standard financial procedures.
· Ensure that partner finance reports are thoroughly reviewed in. coordination with the respective Programme staff.
5. Other financial duties:
· Actively facilitate internal, external & donor audits.
· Ensure that all statutory deductions & taxes are complied with & to liaise with relevant authorities in this respect.
· Render support in the development & implementation of the Country’s Strategic Plan
· Actively participate in the CMT meetings and be proactively involved in the decision making processes.
· Perform any other finance-related assignments.
Qualifications, Skills and Experience:
· The ideal candidate for the International NGO career opportunity should hold a Professional Accountancy Qualification (e.g. CPA, ACA, ACCA or CIMA)
· At least five years of post-qualification experience in a similar international organization
· A minimum of two years’ experience in developing staff technical and management capacity.
· Past experience in managing large and multi donor (especially USAID, EU, ADC, Irish Aid etc.) programme budgets
· Proven competency in the use of computer applications i.e. Microsoft Word, Excel, accounting systems
· Proven organisation, planning and management skills
· Cross cultural awareness and sensitivity
· Working knowledge of development issues and concepts is desired
· Ability to work under pressure to meet tight deadlines
· High team ethic
· Excellent communication and negotiation skills
· Working Knowledge of Microsoft Dynamics (Great Plains) will be an added advantage.
· Fluent in both spoken and written English.
