About JCRC:
Joint Clinical Research Centre (JCRC) is a national Ugandan organization that was established in 1991 as a medical institution and HIV AIDS Centre of Excellence specializing in medical research, health care and training.

Job Summary: The Director Finance & Administration will manage the execution of the financial, administrative, procurement, stores and human resource management operations of JCRC to ensure that organizational objectives are achieved. The incumbent will also oversee these departments to function efficiently and effectively in accordance with the JCRC’s policies and procedure

Key Duties and Responsibilities:
Manage and supervise the work of the Finance and Administration team.
Steer the JCRC annual budget development process. This includes managing the annual work plan and activity budgets, and ensuring compliance of program expenditures with approved budgets; ensure the consistency, inclusion and accuracy of costs and that they comply with JCRC policy
Ensure that all financial operations are in line with JCRC’s prescribed financial policies and procedures
Offer financial expertise and counsel to both the Executive Director of JCRC, Finance Manager and the Finance Management Committee.
Oversee all the transaction processing, documentation and record keeping of all financial operations (accounting),
Keep the Executive Director regularly informed with respect to the organization’s financial position and performance.
Keep fellow Directors and project managers informed with respect to the financial implications of their activities on the organization.
Develop and maintain systems for expenditure monitoring and tracking. He/she provides routine pipeline analyses to the Executive Director. Also provide finance related reports requested by Executive Director.
Performs routine financial analysis on JCRC expenditures, documenting and monitoring overall performance, analyzing trends, identifying gaps to ensure efficient and sound project /study management
Ensure that required financial reports are submitted in the format as required by different users.
Ensure that all equipment is inventoried and managed per JCRC rules and standards.
Manage the procurement of commercial goods and commercial services in accordance with JCRC procedures.
Manage and ensure that Administrative expenditures are properly authorized and within budget, and that payments are property reviewed and approved, as delegated by the Executive Director.
Oversee the work of support administrative and finance departments to ensure that the project receives adequate and timely support for administrative and logistics operations.
Actively coordinate the allocation of administrative resources to ensure effective operations of the office and support of technical activities.
Compile and send reports and presentations as needed regarding key administrative operations and initiatives.
Manage administrative and contractual documents as needed, such as internal communications, external correspondence, Memorandums of Understanding, Letters of Agreement, leases, work plans, and the like, and ensure completeness and accuracy.
Ensure proper documentation and retention of project specific financial, administrative, and technical information; provide required support to internal and external auditors.

Qualifications, Skills and Experience:
The applicant should preferably hold a Master’s Degree in Finance, Accounting or other relevant field and or member of professional accounting bodies ACCA, CPA, CIMA, etc. MBA and advanced degree in management will be an added advantage.
At least eight (8) years’ of finance management and administrative experience among which (3) should have been at the same level in public institutions or large international projects will be preferred.
Good knowledge and understanding of donor contracting regulations, procedures, and policies.
Proven ability, experience and skills in developing and managing large and complex budgets.
High degree of proficiency with spreadsheet, document, database and accounting software.
Demonstrated ability to effectively communicate across different layers within the organization, and ability to identify and resolve policy and operational constraints.
