The National Environment Management Authority (NEMA) was established under the National Environment Act Cap. 153 to coordinate, monitor, enforce and supervise all activities in the field of environment for purposes of ensuring sustainable development in Uganda
Job Summary: The Director Finance and Administration will provide professional leadership in managing the Authority’s finances and ensure proper accountability for resources used in compliance with the international and national financial accounting and reporting standards and tax requirements.
Key Duties and Responsibilities:
Providing general oversight to the Department of Finance and Administration;
In charge of appraising capital expenditure proposals and make recommendations to Deputy Executive Director;
Preparing and submitting timely and accurate financial management reports to the Executive Director;
In charge of preparing operating Authority budgets in consultation with other Heads of Department;
Responsible for monitoring NEMA’s performance against budgets, identify and explain variances;
In charge of developing and monitoring operating Authority’s financial transactions and working capital management;
Ensuring that statutory returns are prepared and submitted in due time as required by Law;
Forecasting cash flow and coordinating NEMA’s financial transactions and working capital management;
Ensuring that commitment control reports are prepared in accordance with Government financial regulations;
In charge of developing financial risk management policies and monitoring exposure in order to manage the level of financial risk;
Ensuring that financial records, books and statements are up-to date and accurate for preparation of both year end and management accounts;
Contributing to the development of an effective organization by advising other Heads of Department on the processes and job design, identifying development needs; and programs geared at addressing the development needs;
Providing advice and administrative services in the field of recruitment and employment practices needed to satisfy the requirements for human resource as a whole;
Providing guidance , administrative services and, as required , technical direction to all employees in all areas where NEMA has legal and social obligations towards its human resource like medical scheme, pension , health and safety and statutory deductions;
Guiding in the light of NEMA ‘s pay policy, pay systems, reward management procedures and pay levels and ensure that the systems and procedures are administered effectively and in accordance with agreed budgets;
The incumbent will be advising NEMA Management and the Board on viable investment options of funds;
Managing the formulation, analysis and processing of transactions in accordance with applicable standards
Evaluating and advising on the appropriate accounting treatment of complex transactions( step by step acquisitions, fair value determinations and financial instruments;
Perform any other duties that may be assigned by the Executive Director.
Qualifications, Skills and Experience:
The ideal candidate should preferably hold a Bachelor’s Degree in Commerce, Business Administration (Accounting Option), Finance and/or Accounting
Possession of an advanced Degree in Business Administration, Finance and/or Accounting is a MUST.
Full Professional qualifications of ACCA or CPA Uganda is a MUST;
Full membership of Institute of Certified Public Accountants of Uganda is mandatory
At least ten years of post-qualification professional working experience in Financial management with a large Organization or Government of which five (05) years should be at a Senior level;
Practical experience with Accounting packages such as Sun systems, Navision Financials or Pastel:
Working knowledge of relevant laws that govern public finances
Excellent communication and interpersonal skills
Good planning, organizational and coordination skills
Good morals and high level of integrity
Management and supervisory skills
Coordinating/ networking and negotiation skills
Computer literacy skills
High level of confidentiality
