RTI is seeking Director, Finance Management and Operations candidates for the United States Agency for International Development (USAID)-funded Regional Health Integration to Enhance Services in Eastern Uganda (RHITES-E) proposal. The purpose of the Regional Health Integration to Enhance Services in Eastern Uganda (RHITES-E) is to secure services to support the design and implementation of a comprehensive, integrated investment in regional health, HIV/AIDS, and nutrition assistance.
Specific objectives:
Increased availability of and access to health services
Improved quality of health services
Increased availability of resources for public sector health services
Improved organization and management of health service delivery
Increase adoption of healthy behaviors and positive child development practices by households and communities
The position is based in Mbale, Uganda.
Essential Roles and Responsibilities:
Oversee the project finance and administration operations including procurement, grants, construction, logistics, human resources, accounting and finance, and records.
Assure that the program meets all RTI, USAID and host country requirements relative to USAID funds accountability and operations within the region
Track and analyze all costs incurred under contract and oversee preparation and timely submission of monthly financial statements and reports.
Maintain financial records for all program activities
Prepare cash requirement forecasts, monitor cash flow and reconcile cash accounts in order to maintain appropriate cash balances
Ensure that all project financial management, procurement and human resource practices are in compliance with RTI policy and U.S. government regulations. This includes reviewing grantees’ and subcontractors’ budgets.
Oversee payroll administration for the project team
Coordinate with HQ Finance team in the home office to ensure project linkage and oversight.
Qualifications:
A post-graduate degree in Business, Accounting, Finance or related field relevant to the position requirements.
At least 10 years’ of experience in financial management for large complex projects, of which at least five years’ were working in the field of international development.
Experience managing a USAID-funded health contract preferred.
Professional level of oral and written fluency in English language.
