JOB CONTEXT :
Uganda currently faces the fastest-growing refugee crisis in the world. From July 2016 to August 2017 alone, the country received more than 775,000 South Sudanese refugees (an average of 1,800 per day), with the overall influx from South Sudan now standing at over 1 million, 85% of those being women and children. In total, Uganda has over 1.4 million refugees.
This staggering influx into one country, sustained over such a long period, has few precedents in recent years. As a consequence, Uganda has become the top-ranking refugee hosting country in Africa.
Handicap International (HI) manages its field base from the office in Arua, and has been implementing Protection and Mental Health and Psychosocial security (MHPSS) activities in Omugo zone of Rhino settlement since October 2016. In 2018, it will expand its work to Imvepi settlement and will launch an emergency cash programme. The cash programme will be managed by a Project Manager. The advisor role will be to support the PM in the design of the intervention.
YOUR MISSION:
You are based in Arua, with frequent travels to Rhino and Imvepi refugee settlements. Under the line management of the country manager and in direct collaboration with the Emergency Cash Project Manager, you are responsible for:
In this framework, your main responsibilities are:
· Design the criteria and operational set up of the emergency cash programme
· Train the Cash team, in particular the Cash Program Manager on knowledge, approaches and competencies in relation to cash programming
· Develop criteria and associated tools for cash intervention, with support from HQ Basic Needs Technical Advisor
· Contribute to the overall strategic planning for HI’s mission
· Explore response gaps and potential opportunities for HI’s future emergency cash/livelihoods responses in new areas and/or with new aid delivery modalities
· Provide technical and operational capacity building for the cash team
· Lead the definition of technical guidelines and tools for emergency livelihoods responses
· Support the MEAL team in data analysis of emergency cash interventions, market studies, post-distribution monitoring (PDM) surveys, and other research efforts
· Contribute to HI’s external representation with Food Security, Non-Food items (NFIs) and Cash actors and donors
· Provide input to all emergency livelihoods response related mission reporting needs

YOUR PROFILE :
· You hold a bachelor degree in humanitarian aid, international development or food security
· You have at least 5 years of experience in the humanitarian sector
· You have at least 3 years of professional experience in emergency cash/livelihoods responses
· A previous experience implementing cash programmes in refugees settings is mandatory
· A previous experience in the design and implementation of emergency distributions is mandatory: NFIs, foo-baskets…
· You have the ability to work under high pressure and without constant supervision
· You show a high level of motivation and proactivity
· You show strong communication and interpersonal skills
· You speak English fluently and have excellent communication skills oral and written)
CHARACTERISTICS OF THE POSITION :
Uganda is relatively safe as long as security guidelines are respected. In Arua, HI provides a comfortable guesthouse environment where expatriate staff are residing. The atmosphere in Arua Town is laid-back and due to the low level security risk, movement for personal reasons is not restricted. Arua is the main town where the humanitarian organizations and UNHCR are based for their operations in the refugee response.
