Finance and Administration Manager – Kampala – Chemonics International

About US:
Chemonics International Inc., a leading international development consulting firm is implementing the Feed the Future Uganda Enabling Environment for Agriculture (EEA) Activity, financed by USAID, based in Kampala, Uganda. This five-year program (April 2013 – April 2018) is part of USAID’s Feed the Future initiative that supports countries to develop their agriculture sectors to spur economic growth, increase incomes, and reduce hunger, poverty and under-nutrition. Feed the Future efforts are driven by country-led priorities. The Activity provides technical assistance at primarily the policy and central government levels to increase the value of agricultural production and trade – in the coffee, maize, and beans value chains, and agricultural inputs and improve resilience to climate change by increasing the capacity of counterparts in Uganda to identify and address high-return policy and regulatory priorities.

Job Summary: The Finance and Administration Manager will be responsible for managing administrative, procurement, and financial processes that will support the efficient and cost- effective achievement of the project’s Scope of Work in full compliance with USAID rules and regulations.

Key Duties and Responsibilities:
Maintain and upgrade administrative, procurement, human resource, and financial systems.
Manage the operations team, including the accountant, procurement manager, office manager, and drivers.
Ensure efficient and cost-effective project implementation in compliance with USAID rules and regulations.
Update and advise on personnel issues in light of USAID regulations, Chemonics’ practices, and local labor law.
Manage the maintenance of a filing system in electronic and hard copy format for technical, financial, and administrative documents.
Ensure that project procurement systems are in place and regularly audit these systems to maintain compliance. Undertake corrective action and/or staff training as necessary.
Help track financial expenditures against projections, technical activities, funding stream, and any other mechanism as requested by USAID or Chemonics.
Regularly review financial documents such as purchase orders, expense reports, check requests, etc. for day-to-day expenditures and operations.

Qualifications, Skills and Experience:
The applicant should hold a Master’s degree in Business Administration, Finance, or other relevant field (a Bachelor’s degree in a relevant field and four years of experience could be substituted for a Master’s degree).
At least eight years’ experience in financial and administrative management of large international projects.
A minimum of eight years of experience supervising project operations, including human resources, procurement, subcontracts, grants, accounting, and finance.
Excellent written and oral communication skills.
Broad knowledge and understanding of compliance to U.S. Government Cost Accounting Standards, management of donor-funded subcontracts, as well as experience and skills in developing and managing large budgets.
Possess the ability to work collaboratively and in a team, but also independently with minimal supervision.
Proven ability to proactively identify and solve problems.
Excellent organizational, prioritization, and multi-tasking skills.
Demonstrated leadership, versatility and integrity.
Ugandan citizenship required.
