Finance and Administration Officer – Kampala – Diakonia

Diakonia also has strategic relations with civil society organizations in the capital Kampala, and in other parts of Northern and North Eastern Uganda.

Job Summary: The Finance and Administration Officer will be responsible for providing effective leadership in financial management and administration, Procuring audit services in accordance with procurement policy and procedures, Grant Management and Human Resources services in respect of the Diakonia Country Programme.

Key Duties and Responsibilities:
1. Financial Management:
· The job holder will compile the Diakonia Office Budget
· Responsible for Office Budget management
· Ensure timely submission of monthly and annual financial reports
· Prepare and submit Quarterly programme reports
· Ensure maintenance of proper books of accounts
· Ensure efficient payments and disbursements according to approved policy and procedures.
· Ensure internal control system is functional
2. Administration:
· Ensure up to date registration of Diakonia in the Country
· Ensure proper functioning of front Office Operations including written correspondence
· Ensure operation of Procurement system according to policy guidelines
· Ensure proper function of logistical operations including travel & events organization
· Ensure safety, custody and maintenance of Office, Computer & Accessories, Furniture and equipment
· Ensure proper function of archive and documentation system including PHS uploads
· Ensure maintenance of up to date register of assets.
· Ensure proper functioning of Information and Communication Technology
3. Audit Management:
· Procure audit services in accordance with procurement policy and procedures
· The job holder will manage the audit assignment
· Prepare and submit reports in respect of Management and statutory audits
· Submit audited financial statements as per the required deadlines
· Upload the audit reports and management letters to PHS
4. Grant Management:
· Oversee and assure quality to the function of grants compliance officer.
· Keenly review and appraisal of partner risks being monitored by Grants compliance Officer.
5. Human Resource Administration:
· Ensure up to date records are maintained including leave, staff personal records
· Ensure proper payroll administration and accounting
· Ensure all staff benefits are managed according to Human resource Handbook guidelines, e.g. Medical, Staff Insurance, Pension, social security, travel insurance among others
· Perform all other tasks as delegated by the Diakonia Country Manager.

Key Performance Measures and Indicators: Submission of correct and accurate monthly reports, maintaining up to date records, prompt submission of accurate and up to date financial reports and audited financial statements and producing analytical reports on partners’ financial reports and their internal systems to Country Representative and regional office.

Qualifications, Skills and Experience:
· The ideal candidate for the Diakonia Finance and Administration Officer should hold a Bachelor’s degree in business related field (Commerce, Accounting, Finance, Arts) or other relevant field.
· Full accounting professional qualification – Chartered/Certified Accountant (CPA, ACCA) or other comparable/equivalent qualification.
· At least three years’ experience in a busy international, multicultural Non Government Organization and handling donor funds.
· Detailed working knowledge of accounting and book keeping and high financial analytical skills
· Working knowledge of computerized accounting and other computer application packages especially Pastel
· High degree of integrity to be able to handle cash and cash related transactions
· Excellent interpersonal skills to be able to relate to people of diverse backgrounds
· Keen attention to detail to be able to scrutinize financial and other information documents before decision making
· Planning and organizing ability to be able to accomplish tasks, file and retrieve information
· Effective communication both oral and written English
· Ability to produce and analyze reports
· Strong report writing skills in the English Language
