About US:
United Nations Capital Development Fund (UNCDF) is the UN’s capital investment agency for the world’s least developed countries. It creates new opportunities for poor people and their communities by increasing access to microfinance and investment capital. UNCDF focuses on Africa and the poorest countries of Asia and the Pacific, with a special commitment to countries emerging from conflict or crisis. It provides seed capital – grants and loans – and technical support to help microfinance institutions reach more poor households and small businesses, and local governments finance the capital investments – water systems, feeder roads, schools, irrigation schemes – that will improve poor peoples’ lives.
Key Duties and Responsibilities: Under the guidance and supervision of the Programme Manager, the Management and Communications Analyst will support DINU and other UNCDF programmes in Uganda as required performing the following tasks which are grouped into five functional areas:
Ensures effective communication and branding for the Programme while focusing on achievement of the following results:
Work closely with UNCDF Partnerships, Policy and Communications unit, design DINU standard boiler plate and logo (including logos for specific funding facilities) designed and consistently used.
Guidelines on the use of the DINU logo as well as the logo of certain components (e.g. START facility) and DINU interaction with the media developed
Conduct training for programme staff on the essential need for information sharing – news gathering tips and photography
Design and produce DINU promotional materials – banners, focus notes, and brochure
A special webpage for DINU on the UNCDF corporate website (www.uncdf.org/uganda/dinu) created and regularly updated and a Twitter account for DINU created
Work with the UN Communications Group to ensure that DINU gets equal coverage and promotion during UN One events, media etc.
Raise the public profile of the Programme and its work under the three components (Nutrition & Food Security, Road Infrastructure, Good Governance), and generate increased levels of awareness, advocacy and support at community, sub-national and national level:
Regular media coverage on DINU’s work in Uganda
Produce and widely circulate DINU’s Knowledge Management material and ensure that it is posted on the UNCDF and partners’ websites, mentioned in press releases and media coverage
Use programmatic activities, such as consultations, information and planning sessions for implementation of the three components at the local level to raise the awareness of local government and non-government stakeholders about DINU
Work with the media and use existing columns to get media coverage during periods when DINU isn’t putting out any content – supply information to the media on story development
Ensuring visibility for the Programme funding partners in line with the financing agreement:
Quarterly reports and ad hoc updates to the European Union Delegation – targets, updates on the status of activities and projects in the pipeline
Ensure the participation of EUD representatives in key programmatic activities with high visibility, such as launch of the components/sub-programmes, inauguration of infrastructure projects, local-level consultations, etc.
Conduct joint media events and use shared tools with the EU (press conferences, press releases, round tables, talk shows, etc,)
Where appropriate, involve EUD representatives in group visits by journalists to project sites to accompany them and provide explanations about the EU role.
Ensure that all DINU printed materials (leaflets, brochures, newsletters, KM materials) as well as display panel and banners bear the EU logo and explicitly mention the EU contribution
Tag and share with the EU Delegation in Uganda on content uploaded to social media
Organize the EUD field visits and ensure that all physical projects reflect the EU support through display of the EU logo and direct mentioning of the EU contribution in presentations, press releases, etc.
Use communications to assist in the achievement of the relevant international national development agendas, policies and plans (Sustainable Development Goals, Agenda 2063, Istanbul Platform of Action, Addis Ababa Action Agenda, Uganda’s Vision 2040, NDP II and sectoral strategies)
Ensure that all communication efforts and products establish and clearly demonstrate linkages with international agendas and national and sectoral policies and strategies
Work closely with the relevant Ugandan Ministries, Departments and Agencies (MDAs), UN system in Uganda and bilateral and multilateral organisations to exchange information to help them incorporate DINU-related data and information in relevant studies, reports and communications on national and international development policies and plans
Highlight the progress Northern Uganda is making in achieving the Sustainable Development Goals, NDP II targets, etc. through feature articles and knowledge products
Remind the Government of their commitments under the SDG agenda by including their commitments in upcoming press releases
Strengthen national and international partnerships for local development:
Keep other DINU partners regularly informed about DINU communication efforts and design joint communication plans and/or joint communication activities as appropriate
Share DINU’s Knowledge Management products, feature stories and other relevant materials with national and international partners and promote their materials relevant for DINU implementation
Promote the programme and present its activities in relevant national and international fora and involve DINU stakeholders, local and national, in such events
Develop innovative communications tools – infographics, short videos, Graphic Interchange Format (GIFs), promotional material on local (economic) development, climate change adaptation, economic empowerment of youth and women and other DINU-relevant topics
Facilitate training for the national media – how to report on local (economic development) and its various aspects, work with the United Nations Communications Group (UN Media Club) – Brown Bag lunches
Work with development financial institutions (DFIs), commercial financial institutions and companies to create national campaigns on topics to build more awareness of development finance and uptake of financial services
Qualifications, Skills and Experience:
The ideal candidate for the United Nations Capital Development Fund (UNCDF) Management and Communications Analyst job opportunity should hold a Master’s Degree in Communication or Journalism or Organizational learning or Knowledge Management or a Bachelor’s Degree in Communication or Journalism or Organizational learning or Knowledge Management combined with additional two years of relevant experience.
At least two years (4 years of relevant experience if combined with BA degree) of relevant experience in communication and knowledge management.
Good IT skills; including familiarity with social networking and web tools; Knowledge of design and desk top publishing.
