The Public Procurement and Disposal of Public Assets Appeals Tribunal (the Tribunal) is a quasi-judicial body established by the Public Procurement and Disposal of Public Assets Act, 2003, as amended. The Tribunal commenced its work in July 2014 and its main function is to hear appeals from bidders who are aggrieved or dissatisfied with the decisions of the Public Procurement and Disposal of Public Assets Authority (Authority). The Tribunal also hears applications made by procuring and disposing entities and persons who allege that a decision by the Authority has adversely affected their rights.
Job Summary: The Manager Finance and Administration will take the overall responsibility of providing sound financial management and accounting and shall be responsible for ensuring proper general administration and financial accountability of the resources of the Tribunal.
Key Duties and Responsibilities:
1. Administrative Roles:
· The incumbent will be managing support services;
· Overseeing issues relating to staff welfare;
· Ensuring availability, distribution and effective utilization of logistics;
· The incumbent will be tasked with the preparation and implementation of the Tribunal’s policies and procedures regarding finance, human resource and administration;
· General management of Tribunal staff, property and assets;
· The incumbent will be tasked with the procurement of goods and services for the Tribunal.
2. Financial Management:
· Prepare and submit the budgetary estimates in coordination with the Registrar;
· Prepare and manages financial accounts;
· Provide accountability for funds allocated to the Tribunal;
· The incumbent will establish appropriate accounting procedures, controls and risk management system in respect of the Tribunal;
· Prepare and submit financial reports to management and Tribunal;
· Prepare detailed financing plans for the Tribunal;
· Make cash forecast for the Tribunal – monthly, quarterly and annually;
· Prepare periodic budget performance management reports to guide management and the Tribunal of the budget performance:
· Prepare accurate and timely monthly payroll;
· Mentor and supervise the staff in Finance and Administration including the development of clear targets and goals for the team;
· Regularly ensure the implementation of performance management process and set targets for all staff appraisal are conducted in the department;
· Maintain proper documentation, safe custody and catalogued filing system for all Tribunal financial documents in accordance with the required standards;
· Perform any other duties assigned by the supervisor from time to time.
Qualifications, Skills and Experience:
· The applicant should preferably hold a Bachelor’s degree in Commerce, Business Administration or any related field.
· At least seven years’ experience in Public Financial Management, Accounting and Administration.
