The Government of The Republic of Uganda has received financing from the Global Alliance for Vaccine and Immunization (GAVI) towards the cost of the Health Systems Strengthening and immunization strengthening in Uganda.
Job Summary: The Project Accountant will manage all the Project Financial Management activities in accordance with the institutional arrangements of Government of Uganda and GAVI Alliance. The primary objective of this job role is to ensure timely and accurate implementation of all financial management activities of the Project.
Key Duties and Responsibilities:
· Carry-out the day to day financial operations of the Project in accordance with GAVI’s grant terms and conditions and Government of Uganda laws and regulations
· Compile quarterly and annually budgets, monitor and report on financial trends, and prepare replenishment applications to Ministry of Finance, Planning and Economic Development, the Principal Recipient as per the guidelines.
· Responsible for capturing data in the financial management system to enable accurate generation of reports
· Produce within agreed time frames and in standard formats, financial statements and financial management reports.
· Prepare and update an Asset Register for review by the Finance Manager on a quarterly basis
· Prepare and update the Advances register for review by the Finance Manager on a monthly basis. Ensure that advances are accounted for in a timely manner.
· The incumbent will be responsible for carrying out bank reconciliation for review by the supervisor.
· Prepare and submit quarterly, adhoc and annual financial reports.
· Implement adequate internal controls for management of project financial and physical resources to ensure effectiveness, efficiency and economic use of the resources
· Evaluate the projects financial performance against projected/ Government of Uganda and GAVI funding obligations for the determination of expenditure priorities and timely replenishment of funds.
· The incumbent will also manage the disbursement of all project funds for project activities to sub-recipients, suppliers and staff in accordance with the existing internal controls to ensure avoidance of fraud, theft and financial mismanagement. Ensure that all transactions and expenditure is supported by valid third party supporting documents.
· Ensure timely payment to service providers, and promptly report any challenges in the payment system to the Project Coordinator and Finance Manager Focal Co-ordination Office ( FCO).
· Prepare documentation and support the process for external, internal and value for money audits under the supervision of the Finance Manager, FCO.
· Work closely with the desk officers in the various ministries and institutions on financial matters, particularly the Ministry of Finance, Planning and Economic Development (MoFPED), Auditor General and Accountant General and the GAVI Technical Assistant.
· Ensure compliance with the GoU/GAVI MoU, PFA, Financial Guidelines and other applicable GoU and Donor regulations.
· Mentor, train and orient staff of the MoH and the Districts in the financial management guidelines for use of GAVI Cash grants.
· Perform any other duties as may be assigned by the Supervisor.
Key Performance Indicators:
· Developing financial plans and budgets for the project in consultation with the Finance Manager and Program Manager
· Development and implementation of project internal controls for the proper management of project financial and physical resources.
· Managing disbursement of funds for project activities in liaison with the head of accounts and GAVI TAs.
· Ensure timely payment to service providers.
· Preparation of monthly, quarterly and annually financial reports as per reporting requirements.
· Periodic evaluation of the project financial performance against the project objectives.
· Arranging and coordinating execution of annual project audits.
Qualifications, Skills and Experience:
· The ideal candidate should preferably hold a bachelor’s degree in Commerce (Accounting option), Business Administration (Accounting option), Accounting, Finance or its equivalent from a recognized university. Possession of a post graduate Qualification in Financial Management or related field is an added advantage.
· Possession of professional accounting qualification i.e. ACCA or CPA or its equivalent is a MUST.
· A minimum of five years of hands-on experience in financial management or related accounting duties in a busy public or private organization.
· Previous experience working with large GoU /Donor funded Projects for at least four years.
· Computer literacy i.e. proficiency in various software including accounting packages like: IFMIS, Navision and Sun systems is an added advantage.
· Knowledge of multi-lateral institutions financial management procedures.
· Excellent interpersonal and management skills and ability to work with teams at all levels. Evidence of training in leadership and management skills is added advantage.
· An exposure in the management of funds in various governmental or private sector organizations is an essential requirement.
· High level of integrity and governance as proven by written testimonials from previous assignments would be requirement.
