About USAID Project:
TechnoServe (TNS) will work in partnership with the Uganda Cooperative Alliance after being recently awarded a grant to implement the Feed the Future – Producer Organizations Activity. The USAID funded Feed the Future Uganda Producer Organizations Activity seeks to strengthen the Governance, management and service delivery capacity of Producer Organizations (POs) with the goal of helping to establish durable and enduring institutions that are able to plan, mobilize resources, and deliver services that meet the evolving needs of their members in a rapidly changing competitive environment. To achieve this vision, the activity will harness the potential of Uganda’s secondary POs in 12 of the Feed the Future focus districts in Uganda to serve as critical agents of change in equipping member POs with the skills, knowledge, and linkages needed to develop into sustainable businesses that meet the demands of their farmers.

Job Summary: The Project Accountant will provide the overall financial and administrative management of the Feed the Future Producer Organizations Activity. The incumbent will work closely with respective country management team. S/he will be responsible for financial planning and oversight, budget analysis, accurate financial reporting and analysis. He / she will also tax filings and ensuring compliance with organization and USG regulations.

Key Duties and Responsibilities:
· Ensure adherence to TechnoServe’s policies and USAID regulations on finance;
· Ensure that all processes and procurements adhere to corporate policy, legal, contractual obligations, and USAID regulations;
· Ensure timely processing of staff/vendors invoices and proper documentation of all financial records;
· Capture data into the e-payment system and ensure that we exceptionally use cheque / cash payments;
· Maintain and update the accounting software and preparation of financial and management reports including tax re-imbursement reports;
· Ensure accuracy of all financial documents, accurate coding and proper filing and preparation of statutory returns including VAT and PAYEE returns;
· Render support with month-end, quarter end, and year-end close financial reporting;
· The incumbent will support the Chief of Party (CoP) to ensure that project work plans and financial planning are in sync;
· Coordinate and participate in periodical internal / external Audit and follow up on all issues raised in the management letter

Qualifications, Skills and Experience:
· The ideal candidate should preferably hold a Degree in B/Com, BBA, Finance or Accounts Degree majoring in Accounting with full or part 2 professional qualification e.g. CPA ACCA (This is a must have);
· At least three years of relevant progressive experience in Not for Profit Organization;
· Prior experience using e-payment systems;
· Computer literacy i.e. Proficiency with MS Office Suite, specifically Word, Excel and Accounting Software(s);
· Working knowledge of USG Circulars, to include OMB A110, A122and A133;
· Keen attention to detail, specifically when working with numbers;
· Excellent analytical skills and good judgment in problem solving and decision making;
· Strong ability to plan, organize, prioritize work and meet tight deadlines under high pressure environments;
· Excellent interpersonal skills with a client-service focus, and respond to inquiries in a courteous professional manner.
