About US:
The Government of Uganda (GOU) has been implementing Public Service Reform Programmes aimed at improving efficiency, effectiveness and accountability in delivery of public services. Some of the reform initiatives included strengthening the human resource management function by enhancing the establishment and payroll control through implementation of an Integrated Personnel and Payroll System (IPPS). IPPS is a computer based Human Resource Management Information System for Government of Uganda domiciled in the Ministry of Public Service. IPPS is responsible for the processing of the Government of Uganda (GoU) salaries, pension and gratuity. It is a critical component of Public Financial Management Reform Programmes being supported by the Third Financial Management and Accountability Programme (FINMAP III) under Ministry of Finance Planning and Economic Development. Currently, Establishment Control, Payroll Management, Pension Management and Training modules are operationalized on the IPPS.

Job Summary: The Project Manager for the Integrated Personnel and Payroll System (IPPS) will provide professional Information Technology (IT) and Project Management expertise to support the Ministry of Public Service in the implementation and roll out of the Integrated Personnel and Payroll System.

Key Duties and Responsibilities:
Direct, lead and coordinate the IPPS project team in providing IT and functional support in the implementation of IPPS.
Ensure maximum IPPS uptime, accuracy and confidentiality of data held within the system.
Assist the Component Coordinator in developing and executing IPPS implementation plans and ensure maintenance of all Quality Assurance standards for Project Management.
Identify the IPPS project risks, develop and deploy a mitigation strategy to manage the risks including maintenance of the IPPS Risk Management Register.
Regularly review the IPPS IT policy, develop implementation procedures and monitor their implementation.
Tasked with the review the training manuals for IPPS modules and related systems and, develop respective training curricula.
Identify IPPS user training needs, design training programmes and monitor their implementation;
Grow the requisite knowledge, skills and capability within the GoU personnel to sustainably support the effective operation of the IPPS
Supervise and monitor provision of support and maintenance services by the IPPS service provider and ensure timely escalation and resolution of any deserving issues
Render support to the Component Coordinator to supervise the management and implementation of IPPS contracts and for its sub-systems
Lead the exposure of APIs to support integration of the IPPS with other Government ICT systems through the Government enterprise service bus.
Review and maintain IPPS documents relating to project implementation.
Offer timely support in IPPS data correction and clean-up that may be required.
Perform any other duty that may be assigned from time to time.

Qualifications, Skills and Experience:
The Project Manager must hold a Bachelor’s (Hons) degree in Computer Science, Information Technology, Information Systems, Software Engineering or any related degree.
Possession of a Master’s Degree in Computer Science, Information Technology, Information
Systems, Software Engineering , Business Administration or Human Resource Management with a Post-graduate Diploma in an ICT or related field.
Possession of at least a Postgraduate Diploma in Project Management or professional certification such as PMP® or PRINCE2®.
Possession of a professional certification in Information Security such as
CISSP®, CISM® or CISA® is an added advantage.
A minimum of ten years’ working experience in information systems management three of which should have been at the level of a Project Manager in a large scale IT project in Government or reputable organization.
Ability to motivate team work and maintain team cohesion.
Excellent and highly effective communication skills.
Good public relations and customer care.
Networking and ability to relate harmoniously with stakeholders.
Good report writing skills
High regard for quality.
Self-driven and willingness to work under minimum supervision.
