Job Summary: The Senior Finance Officer manages:
MAP Uganda Head office Accounting and Finance functions including cash flow analysis and management, accounts payable and account receivable monitoring, donor budget and expenditure analysis and reporting
Country office financial reporting (Monthly, Quarterly and Annual) to MAP International office
Compliance with Country Office and MAP International policies and procedures, donor grant regulations and Host Government regulations
Facilitate Country Office Interim audit (internal controls) and Yearend financial statement audit
Develop action plans to address MAP IO internal audit and external audit findings
Supervise main office and field offices Finance/Accounting staff and provide performance improvement training in consultation with MAP IO Finance
Work in collaboration with other departments (Administration and Program) to provide timely and accurate financial reports and effective customer services.
Key Duties and Responsibilities:
1. Financial Leadership—50% of Time
Directs MAP Uganda main office and filed offices finance and accounting functions and identify areas for ongoing improvement and create and execute solutions in consultation with MAP IO Finance.
Steer the reviewing and consolidating Country office annual budget and monthly cash flow statements.
Direct the monthly closing of all sub-offices and the main office to ensure timely submission of accurate reports to MAP IO.
Actively monitor account receivable and account payable subsidiary ledgers and ensure outstanding balances are settled in a timely manner, properly accounted for and included in the monthly reports.
Regularly review and monitor Country Offices monthly cash request to ensure unrestricted bank account balance is maintained at the acceptable level.
Prepare monthly project budget and expenditure report for all projects and identify areas with material deviation from budget with the Project manager and Country Program Manager for timely and corrective actions.
Address all financial inquiries from MAP IO, Donors representatives, Auditors and other parties in a timely manner.
2. Audit and Fiscal Management—30% Of Time
Perform detailed review and analysis of Main office and field offices financial transactions and supporting documents to ensure complete and accurate resulting financial reports.
Serve as Country Office lead contact for all audits and special inquiry requests from MAP IO, external auditors and other parties.
Actively coordinate the Country Office interim audit (internal controls) and yearend audit and take appropriate actions to implement prior year audit findings and recommendations.
Advice MAP IO on non-compliance practices observed in Finance, Administration, Program and other departments and proposes appropriate remedial actions.
Identify Accounting and Financial Management training needs and organize appropriate performance improvement training for Finance/Administration/Program staff.
Review and monitor Filed office monthly cash request and utilization to avoid holding significant amount of cash in the local currency unrestricted bank account.
Actively support Country Office management and MAP IO in developing and updating policies and procedures as needed.
Guide and direct program officers in ensuring compliance with MAP’s procurement and field accounting policies and procedures, compliance with donor agreement and audit requirements.
3. Management Support — 20% of Time
Supervise Main office and field offices Accounting and Finance staff.
Provide oversight support to other departments (Administration/Human Resource/ Program) as needed.
Actively participate through feedback in the regular and annual performance appraisal for Finance and Administration.
Travel to field offices regularly to ensure proper monitoring and supervision of field offices.
Participate in the implementation of MAP Global financial systems (MAP 361)
Qualifications, Skills and Experience:
The Senior Finance Officer should hold s Graduate degree in accounting from a recognized college or university
A minimum of five (5) years non-profit accounting and finance experience. Three (3) years supervisory, training and development experience. Experience in managing and reporting on large-scale grants.
Possess excellent communication skills — interpersonal, written and verbal.
Good computer software skills.
Prior experience with Excel and general accounting software required
Good knowledge and understanding of accounting and auditing principles, budgets, forecasts, and cost control, detailed oriented and quality control conscious.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Working knowledge and experience in other cultures and languages within Uganda.
Possess the ability to work as team player, coach and mentor team members and manage stressful working environment.
