About US:
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners over the last 25 years, pediatric AIDS has been virtually eliminated in the United States and new infections in children have declined by 58% worldwide. EGPAF Uganda Country program is currently implementing a number of projects in partnership with various donors.

About USAID RHITES Project:
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) implements the USAID Regional Health Integration to Enhance Health Services in the South West Uganda Project (RHITES) whose aim is to increase the availability, accessibility and quality of integrated health services including HIV and TB prevention, care and treatment; maternal, neonatal and child health services; family planning; nutrition assessment, counseling support; malaria prevention and treatment and other primary care services. The project is implemented in 15 districts in the South-West Uganda.

Job Summary: The Senior Finance Officer is responsible for preparing financial statements, maintaining cash controls, preparing the payroll, maintaining accounts payable and managing office Finance operations.

Key Duties and Responsibilities:
Receives fully approved staff timesheets, prepares payroll (including individual staff pay slips) and completes the Payroll Allocation Spreadsheet
Mentors and trains new staff in timesheet procedures.
Prepares and remits local taxes.
Prepares currency exchange/account transfers and serves as agent of the bank.
Accurately enter payees names, account number and payable amount in the system for (EFT) via the online banking.
Prepares monthly bank reconciliation and supporting documentation.
Keenly reviews petty cash reconciliation, prepares petty cash replenishment, and performs periodic petty cash checks.
Receives expense reports and advance requests from staff members and performs initial review for accuracy and completeness
Regularly tracks advances and petty cash replenishments for the Kampala office
Tracks vacation and severance accrual in consultation with the HR manager
Assists monthly financial package to Washington office and responds to any questions or comments in a timely manner
Ensures safe custody of safe funds (advance balances and cash in transit) and the banking of unspent money.
Other duties as assigned by supervisor

Qualifications, Skills and Experience:
The applicant for the USAID Project Senior Finance Officer career opportunity should hold a Bachelor’s Degree in Accounting, plus professional accountancy qualification of level 2 and above
At least two to four years (minimum) of accounting experience for a public or private sector organization
Previous experience with international donor environment
Previous experience in managing US government-funds
Prior experience in leading and managing teams
Familiarity with USAID regulations preferred
Proven skills in financial management
Computer literacy and knowledge of accounting software systems (e.g. QuickBooks Pro)
Strong team player with proven communication and collaborative skills.
Possess strong accuracy, attention to details and ability to follow-through.
Highly organized with ability to meet deadlines, troubleshoot and problem solve.
