Uganda Road Fund (URF) is a body corporate established by the Uganda Road Fund Act 2008, to finance routine and periodic maintenance of public roads.
Job Summary: The Technical Auditor will support the Manager Internal Audit in conducting effective and timely technical reviews on road programs financed as per performance agreements signed with Designated Agencies.
Key Duties and Responsibilities:
Prepare and regularly update technical audit/review guidelines and standard operating procedures.
Prepare and implement strategic and annual plans, time schedules and budgets for technical reviews.
Prepare the scope of technical reviews for designated agencies and supervise the Consultants undertaking the reviews.
Conduct planned and ad-hoc technical reviews on selected projects in designated agencies and make recommendations for corrective actions.
Regularly review periodic reports and other relevant information of designated agencies to identify points of attention and leads for detailed technical audits.
Ensure audit compliance of various road/bridge works to ruling standards/specifications.
Carry out site inspections to verify actual conditions arid quality of works executed.
Evaluate results of the technical reviews for value for money and compliance with standard procedures and performance agreements.
Prepare draft reports for submission to Management and the Board.
Perform any other duties assigned by Management from time to time.
Qualifications, Skills and Experience:
The ideal candidate for the Road Fund’s career opportunity should preferably hold a bachelor’s degree in civil engineering.
The applicant should be in the process of obtaining and/or acquiring registration with the Engineers Registration Board.
At least five years’ experience in the road sub-sector and experience in Road Works Supervision
Excellent communication skills, written and verbal.
Computer literacy skills
Possess the ability to work under tight deadlines without compromising quality.
Demonstrable team leadership and good organization skills.
