Job Summary: The Head of Resource Mobilization will provide leadership in the mobilisation of financial resources that support Uganda Health Marketing Group (UHMG) to realise its mission, goal and objectives in line with its strategic plan for the next five years (2014-2019). The Job holder will strengthen relationships with funders and bring on board new partners, develop the resource mobilization strategy and ensure sustainability.

Key Duties and Responsibilities:
1. Resource Mobilisation and Networking:
Establish a functional resources mobilisation system within UHMG that facilitate understanding of national and International health agenda (strategies/ commitments/ policies) so as to align financial resource mobilisation efforts to health needs
Internally, will mobilise and engage technical staff in the development process of concept proposals for sharing with potential donors and responding to Request For Applications by writing grant winning proposals
Take the lead on Proposal writing and must demonstrate good writing skills/networking skills
Provide technical support in Marketing UHMG as a partner of choice among potential development partners as well as private sector corporate entities through effective engagement and collaboration that is focus on raising financial resources for the organization
Responsible for developing and implementing an engagement strategy for each donor or partner which in turn contributes to the development of an overall resource mobilization strategy for UHMG.
Establish a consultancy unit / team that mobilises financial resources through tender at national and regional levels in areas such as supply chain and logistics management, Identify and establish strategic partnerships for current and future funding opportunities.
Manage donor relations by responding to donor requests in a timely manner, fulfilling donor reporting requirements as well as initiating and negotiating agreements and renewals with donors.

2. Contracting and Compliance:
Take lead in the negotiation, drafting, and revision of agreements with donors and monitoring quality control while implementing;
Lead in the negotiation of mutually beneficial agreements, and monitor compliance with donor requirements, including donor reporting requirements;
Technically support project managers to ensure all donor reports are submitted on time and according to donor requirements.
Maintain oversight of all donor-funded projects and supervise the management of donor contracts in UHMG in line with the UHMG strategy
Mentors and supervises staff of the resource mobilisation unit by ensuring attainment of targets in financial resource mobilisation

Qualifications, Skills and Experience:
The ideal candidate should hold a Master’s Degree in Humanities or a related field. Possession of a Postgraduate qualification in Social Sciences or a Health related qualification
At least five years’ demonstrable experience in using innovative ways of raising financial resources for organisations
Strong proposal writing skills
Excellent networking and engagement skills
Possess the ability to communicate effectively.
Good leadership & interpersonal skills.
Excellent analytical skills.
Ability to manage multiple priorities
