Job Summary: The Head, Strategic Information and Innovations will steer the delivery of appropriate Research, Knowledge Management, and ICT e-solutions and services to enable the monitoring and evaluation of progress in achieving the strategic and business objectives of the Organization in accordance with defined quality criteria including the engagement of wider technologies and clarifying change in projects and programs.

Key Duties and Responsibilities:
1. Research, Monitoring and Evaluation:
Serve as the key senior-level M&E resource at UHMG, working in conjunction with the senior management team to provide and maintain the organization’s overall strategic vision;
Work in liaison with the Project Directors/Chiefs of Party to link the project PMP & M&E Plan with the UHMG’s overall strategic plan, business plan, annual operation plan and budget;
Offer guidance to the team to develop, implement, and revise the UHMG and project’s PMP and M&E Plan;
Develop and employ a systematic approach to data collection that includes a process for data quality assurance, and tested data collection tools, forms, and methodologies;
Establish a system for periodic internal data quality assessments (DQAs), and coordinate external DQAs as required by the donor or UHMG;
Facilitate the development of research protocols and Internal Review Board applications (as needed);
Oversee the day-to-day work of the Research, Monitoring and Evaluation and Knowledge management staff;
Actively monitor the quality and completeness of the UHMG data for documenting organization, project and product facility performance, ensure data use within the projects and product facility for evidence-based decision making
Compile and analyze data from each of the UHMG, products facility and project technical areas and support the project technical team in presenting recommendations to the COP for improvements in implementation on a quarterly basis;
Plan and coordinate internal organization and project mid-term reviews;
Plan and draft project baseline, midline and final evaluation reports in collaboration with senior level management;
Produce written documentation to highlight best practices, and what ‘works’ in a particular context;
Manage the development and maintenance of the UHMG database and ensure timely data entry;
Build macro-level capacity for leading and coordinating R,M&E& Knowledge Management, including data quality auditing and the use of data for decision making;
Technically support the development of effective liaison and coordination mechanisms for ongoing involvement and participation of partners in R,M&E & KM activities;
Represent the UHMG’s R, M&E & KM interests at meetings with stakeholders, including government partners, USAID, and other agencies;
Disseminate and assist the UHMG staff to disseminate data on organization and project progress and results;
Develop Terms of Reference (TOR) for M&E technical consultants, support their recruitment and ensure proper monitoring of their work in the area of qualitative and quantitative data collection, database design, and other relevant activities;
Actively participate in annual staff performance assessments, goal setting, and supporting professional development of directly reporting M&E staff;
2. Strategic Leadership:
Steer the development and implementation of integrated Research and Knowledge Management strategies and coordinate their implementation.
Provide overall strategic leadership in the development and implementation of an effective and efficient ICT infrastructure to support the organizational needs.
Lead the Knowledge Management initiatives in the delivery of the KM vision, and strategy for the Organization
Develop knowledge strategies that help to drive Knowledge Culture Change across the Organization through the promotion of e-tools and processes which increase information flow and best practice sharing.
3. Knowledge Management:
Manage, support, and oversee the promotion of knowledge sharing, open communication, and networking within the Organization.
Lead the program managers to develop appropriate evaluation designs, indicators, and data collection methods.
Actively support and facilitate the development and implementation of knowledge and information management and sharing processes, so that teams exploit the Knowledge Management tools and techniques available.
Work closely with the management and stakeholders to ensure that networking and internal communication requirements are assessed, addressed, and aligned with UHMG core strategies.
Plan, coordinate and monitor progress of elements of projects which support the roll-out of planned knowledge management systems across the Organization.
Develop and deliver training programs which encourage and facilitate research and knowledge sharing behaviours, and train staff in proper use of knowledge tools, techniques and best practice.
Establish strong relationships with users and stakeholders to identify Knowledge Management needs/requirements.
4. Resource Mobilisation: Identify funding opportunities and liaise with the Resource Mobilization unit to coordinate efforts to mobilize financial resources.
5. Performance Management: Supervise, motivate and manage the performance and development of staff in the department, in line with the Organisation’s goals, objectives, policies and regulations.

Qualifications, Skills and Experience:
The ideal candidate for the UHMG vacancy should hold a Post-graduate degree (Master’s Degree or higher) in public health, development, statistics or related field
A minimum of seven years’ experience in public health programs, M&E, Research & KM of international, multilateral, and/or USG-funded programs.
Significant experience supporting public health projects with an HIV and AIDS, Malaria, Maternal and Child Health and Reproductive Health focus.
Demonstrated capacity in performance management and strategic design at the organizational level.
Past experience in the design, conduct and analysis of research studies (quantitative and qualitative).
Possess the ability to work independently and to manage various projects on a daily basis with minimal supervision.
Computer literacy with demonstrated use of word processing, spreadsheet and presentation software (e.g., Microsoft Word, Excel, Power Point).
Prior experience with database development and management in Access (or something similar). Experience using mapping (e.g. Arc-GIS, Health Mapper, etc.), and statistical analysis software (SPSS, Epi Info, STATA®, SAS®, or similar)
Excellent organizational, analytical, and time management skills and strong attention to detail. Excellent oral and written communication skills

Ability to train users in new systems

Knowledge Management certification is an added advantage
