Programme Policy Officer – Purchase for Progress – Kampala

Currently, WFP focuses on three priority areas namely: Emergency Humanitarian Action (EHA); Food & Nutrition Security (FNS); and Agriculture & Market Support (AMS). WFP has operations in various parts of the Country.

Job Summary: The United Nations WFP Programme Policy Officer Purchase for Progress (P4P) will provide senior level management of P4P activities

Key Duties and Responsibilities:
Under the guidance of the P4P coordinator, provide overall guidance to partners and WFP sub-offices on management for results of P4P activities
Offer direction and leadership in the design and implementation of programme and projects relating to agribusiness development, small and medium enterprises, commercial and contract farming, linkages in value chains, and supply chain management; as requested, provide technical backstopping to field projects;
Actively coordinate the establishment of shared systems for programming, monitoring and review of activities amongst P4P Cooperating partners, including Field Level Agreements (FLA) reviews, specific research studies, evaluations, and other analyses required to improve programme results
Technically support the P4P Country Coordinator in ensuring coherence and coordination of P4P activities with all other WFP programmes
Represent WFP to external meetings e.g. (Agriculture Sector Donor Working Group; USAID/LEAD, UNDAF, etc.) and donor missions.

Qualifications, Skills and Experience:
The ideal candidate for the United Nations World Food Programme (WFP) Programme Policy Officer should hold a Master’s degree in social sciences, agriculture or related field obtained from a recognized institution;
At least five years of relevant experience in the analysis, planning, and monitoring of relevant programme work at national level gained from a reputable organisation;
Past experience working with teams and with NGO/UN/government partners in Uganda
Good working knowledge of the agriculture and marketing sectors in Uganda
Possess excellent writing and organizational skills that lead to’ timely documentation and submission of reports
Excellent command of spoken and written English
Good knowledge and skills in using Microsoft Office applications;
All applicants should be highly motivated and task oriented to achieve clear objectives within a specific period of time.
The applicants must also be mature persons with sound judgement, good analytical skills, ability to communicate clearly both orally and in writing
Possess the ability to work in a team, ability to resolve operational problems, work with minimum supervision, cope with situations which may threaten health or safety, and establish effective working relations with persons of different national and cultural backgrounds
