About Skilling Uganda:
BTC, the Belgian Development Agency supports the Ministry of Education & Sports to implement the Skilling Uganda (SSU) Project.

Key Duties and Responsibilities:
Contribute to the System Engineering of a PPP Strategy for BTVET: 50%
Tasked with the preparation of manuals and guidelines on PPP in BTVET Provide expertise to Sector Skills Councils and coordinate working groups;
Work closely with a wide range of public and private stakeholders Develop a capacity building strategy for the national and local (decentralized) partners of the Skilling Uganda -interventions, and supervise Capacity Building (CB) activities
Preparation of different Capacity Building instruments (Guidelines, Concepts, Manuals, etc.)
Operational Planning & Reporting: 30%
Oversee the compilation of quarterly progress and activity reports, and submit them for approval to the project manager and co-manager Contribute to the compilation of the project final report at the end of the project
Work closely with the regional project offices (Fort Portal, Moroto, Arua) Ensure when necessary the follow- up of administrative files in support of the project managers and under supervision of the International financial and administrative officer.
Monitoring and Evaluation: 20%
Actively contribute to benchmarking and data-gathering methodology for project monitoring Contribute to and exercise quality control of M&E reports Provide guidance and instruments and facilitate M&E

Qualifications, Skills and Experience:
The ideal candidate must hold a master’s degree in Social science, Education, Economics or Business Administration;
At least seven years of professional experience in development work;
At least four years’ experience in working for a bilateral or multilateral agency.
Previous exposure and experience in institutional change management, capacity building and the TVET sector
Relevant experience in M&E and / or reporting
Familiarity with project management
Soft skills such as to work in a team, to work autonomously
