Job Summary: The Deputy Secretary (Secondary) will be tasked with ensuring efficient and effective management and administration of secondary level examinations at ‘O’ and ‘A’ levels.
Key Duties and Responsibilities:
In charge of planning, controlling, implementing and coordinating the preparation of question papers and conduct of examinations.
Responsible for the registration of candidates.
In charge of quality improvement of questions in terms of syllabus coverage, cognitive levels tested and clarity of individual items.
Ensure that question papers developed, assess the stated measurable curriculum objectives and validity.
The jobholder will also ensure that marking of candidates’ work is done in a manner that ensures attainment of valid and reliable scores.
In charge of coordinating recruitment and training of examiners annually and maintenance of their records.
Ensure timely and accurate production of registers and packing lists for examinations.
In charge of managing the dispatch of examination materials to various centers.
Ensure that examination results are released according to the approved schedule.
Responsible for appraising performance of staff and recommending appropriate action.
Performing any other duties assigned to him/her by the Executive Secretary. .
Key Performance Indicators:
Question papers well developed, tested and coordinated.
Candidates registered.
Candidates’ work marked.
Examiners recruited and trained.
Registers and packing lists produced on time.
Examination results released on time.
Qualifications, Skills and Experience:
The ideal candidate should hold a Masters’ degree in Education or Educational Management or Curriculum Development or Educational Planning / Administration. Additional qualifications in Educational Measurement and Evaluation is an added advantage.
At least ten years’ experience in Examinations Management in a reputable Educational Institution or Government Ministry, five of which should have been at Principal Officer Level or the equivalent.
The applicant should have strong leadership and interpersonal skills
Excellent communication skills.
Highly computer literate with knowledge in word processing, spreadsheet and database software packages.
Impeccable level of integrity.
Age: Above 45 years
