Engineering Assistant – Agago – Danish Refugee Council

DRC is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.
In Uganda, DRC assists the refugees from neighbouring countries mainly DR Congo and South Sudan in the South West, West and West Nile region of the country. DRC’s assistance to refugees have been both emergency assistance to address the short term influxes from the neighbouring countries as well as to address the sustainable solutions for the refugees. DRC is also the lead of a Consortium (Save the Children, ZOA, and CEFORD) for the implementation of an EU Trust Fund project in Adjumani, Kiryandongo and Rhino camp.

Purpose
The Engineering Assistant’s primary function is to supervise the day to day infrastructure works including planning, validation of Parish Development Plans, community mobilization and monitoring of Infrastructure projects. He/s will ensure that technical specifications for all infrastructure works are in line with DRC’s construction manual.

Key Responsibilities
The Engineering Assistant will perform the following tasks:
• To set up, plan, supervise and monitor the implementation of the project;
• Participate in the planning process and in the validation of Parish Development Plans (PDPs)
• To supervise and monitor the work of masons and participating communities;
• To supervise the technical aspects of the project;
• To organize and supervise baseline data collection and implementation of the technical and economic/impact assessment;
• Oversee community mobilisation and the process of selecting Cash-For-Work beneficiaries;
• Request materials to be purchased for the project;
• To assess the activities undertaken and ensure efficient use of resources;
• Together with the Engineering supervisor, work on project technical reports
• To liaise with all internal and external counterparts of the project;
• To continuously assess the security situation at project sites in close collaboration with the infrastructure Coordinator;
• To ensure protection of beneficiaries;
• To ensure regular communication between communities at the project implementation sites and DRC
The supervisor may assign performing any other duties

REPORTING ARRANGEMENTS
The Engineering assistant reports to the Engineering Supervisor.

Personal Specifications
Essential:
• Minimum Diploma in civil engineering;
• At least 4 years of relevant work experience in labor based constructions
• Being a strong team player and adept at creating a strong team spirit;
• Proven ability to work creatively and independently both in the field and office;
• Ability to work with culturally diverse groups of people;
• Ability to travel and work in difficult conditions and under pressure;
• Fluency in Local Language (Luo) is highly desirable

• Proven ability to manage large varied workloads and deal constructively with stress and periods with long hours.
