Head of Information Technology – International Medical Group – Kampala

Job Description
Reporting to: General Managers
Job objective: The Head of Information Technology will provide technology, vision and leadership in the development, implementation and maintenance of all Information Technology (IT) programs including but is not limited to the formulation of Information Technology strategy for the group, implementation of appropriate information technology governance frameworks to effectively support business operations and be the custodian of the group information technology policy.

Requirements
1. Bachelor’s degree in Computer Science, Information Technology or related field.
2. Minimum 10 years’ experience with 5 years in a managerial role within a large highly digitized organization designing, implementing and managing mission critical systems
Responsibility Area / Location: All C-Care offices, Hospital, Clinics, subsidiaries and partners as required.
KPIs
1. Overall responsibility and accountability for the IT function within the organisation, not only infrastructure and telephony but also, business & operational systems, data governance & quality and data management
2. Ownership, development and implementation of the corporate plan
3. To manage delivery of the IT programme of projects in accordance with the needs of the Group, ensuring expected outcomes are achieved in line with budget, timescales and agreed quality standards
4. To maintain and continually develop IT and data policies to ensure compliance with legislation and best practice
5. To anticipate the changing needs of the business and propose initiatives for exploitation of advances in technology and business practices.
6. To establish effective links with business units and develop the business partnering approach to IT service delivery.
7. Ensure adequate arrangements are in place for IT infrastructure, including networking, communications, IT security, backup and disaster recovery
8. To be an active member of the Leadership Team, participating in decision-making processes in relation to business risk, corporate budget setting, corporate policy, the approval of new developments and services and other operational aspects of the business.

Duties
1. Provide effective leadership to IT department and work with business heads of in a manner that ensures a conducive work environment and employee satisfaction
2. Ensure all critical business systems are designed to meet defined business availability targets.
3. Manage the relationships with external agencies and suppliers, ensuring contracts and service levels are negotiated in line with strategic aims, financial constraints and run & maintain is in-line with agreed contracts.
4. Manage the annual CapEx and OpEx budgets for all sites. Specifically, to be responsible for the review, forecasting audit and prioritisation of all projects Vendor negotiation and contract management and overall budget-driven management.
5. Use domain knowledge and experience to define sufficient resilience for network, hardware, applications together with the accompanying disaster recovery plans.
KPM’s
1. Interpret C-CARE’s group business plans and strategies, and convert this plans into implementable IT strategies and plans, with the aim objective of ensuring that technology resources are deployed to meet both current and future business objectives.
2. Undertake the day-to-day management of the information technology platforms, which facilitate the efficient delivery of customer service and processing of all transactions.
3. Ensure that all the information technology platforms in use by C-CARE keep pace with technological innovations and developments as a way of protecting investment in technology.
4. Manage relationships with all technology-based service providers as a way of ensuring that uptimes are optimized.
5. Evaluate, plan, implement and maintain all the information technology and telecommunication system and projects within agreed time and budget constraints.
6. Develop and manage a Business Continuity Plan and Data Security Plan for the entire Group operations that always guarantee continuation of services.
7. Increase computer awareness and literacy among staff to enhance skills base and productivity.
8. Monitor and manage service user complaints to ensure maintenance of the highest standards of service.
9. Organize, manage and motivate the available human capital within Information Technology department through establishment of suitable organization structure and implementing development programs to optimize competence and productivity.

Skills / Education
1. Bachelor’s degree in Computer Science, Information Technology or related field.
2. Minimum 10 years’ experience with 5 years in a managerial role within a large highly digitized organization designing, implementing and managing mission critical systems
3. Strategic and business focussed, with an understanding of not just IT, but also the business, operations and processes
4. Experience in the development and implementation of broad-based ICT strategies, including a digital strategy
5. Background in managing a hyper-converged virtualised infrastructure
6. Proven track record of implementing a data governance and data quality methodologies and knowledge of associated legislation
7. Ability to develop effective relationships with internal customers and external stakeholders.
8. Strong interpersonal skills and communication skills including the ability to influence effectively, act assertively and adapt messages based on the needs of the audience
