Uganda Institute of Information and Communications Technology (UICT) is a Public Tertiary Institution established by Statutory Instrument No. 79 of October, 2005, and managed and operated by Uganda Communication Commission (UCC) according to the UCC Act, 2013.
Job Summary: The Institute Secretary is primarily responsible for the effective day-to-day administration of the Institute to ensure that all support services are functioning well enough to facilitate cost-effective execution of UICT’s mandate.
Key Duties and Responsibilities:
· The jobholder will formulate, implement and enforce compliance of the Institute’s Human Resource policies in line with the laws of Uganda.
· The incumbent will also facilitate development, implementation, monitoring and evaluation of the Institute’s Strategic, Business and annual Work Plans.
· Develop and implement records management system for a safe custody of Institute assets, properties and other documents.
· The incumbent will manage and maintain estates and assets of the Institute including facilitating space allocation and ensuring that properties are duly insured.
· Develop controls and implement systems for managing security of the Institute properties.
· Manage student welfare including governance, co-curricular activities, entertainment, security, health, counseling and accommodation.
· The jobholder will also evaluate and report to Management on effectiveness of staff in accordance with the established plans and suggest appropriate changes in and ensure adherence to policies and procedures.
Key Results Areas:
· Timely delivery of reports.
· Implementation and communication of Human Resource policies for the Institute staff.
· Security at the Institute is controlled and maintained
· Institute strategic, business and annual work plans are prepared.
· Students’ affairs in regard to counseling, governance, health and accommodation are managed.
· Cost-effective utilization of space and utilities, insurance coverage for all Institute assets and performance of outsourced services managed.
Qualifications, Skills and Experience:
· The ideal candidate should hold a Master’s Degree in any of these; Business Administration, Management, Human Resource Management, Public Administration or Psychology and Bachelor’s degree in any of these; Business Administration, Human Resource Management, Public Administration or Psychology.
· Possession of a certificate in Administrative Law is added advantage.
· At least ten years’ experience at senior management level in a Tertiary Institution.
· Integrity, interpersonal, managerial, analytical and communication skills
· Use of Human Resource information systems, ability to interpret HR policies, knowledge to set and implement management controls systems, knowledge about handling students issues, knowledge of strategic planning and knowledge on minutes and report writing and presentation.
