PEAL Officer – Coordination – Raising The Village – Kampala

Job Description
The Monitoring and Evaluation Officer works with the Coordination team under the PEAL department and is responsible for managing the entire data lifecycle, including collection, management, storage, analysis, reporting, innovations, and development, as well as facilitating learning and exchange of information.
She/he works with the Coordination unit under the PEAL department in implementing all Planning, Evaluation, and Learning activities, primarily focusing on managing data collection, cleaning, aggregation, and storage.
The officer will be in plan responsible for planning and coordinating field surveys, training, and supervising field contractors during surveys while working together with the other PEAL units in developing and updating data collection and aggregation tools to aid data quality improvement and routine checks. He/she will ensure efficient data collection processes to achieve quality data within the organization.
The role requires strong analytical skills, attention to detail, and the ability to work collaboratively with various stakeholders.

Responsibilities
• Design, develop, and implement a robust M&E system for projects and programs. This includes defining indicators, data collection methods, and tools to track project progress and outcomes.
• Coordinate and conduct data collection activities, ensuring the accuracy, completeness, and timeliness of data. Establish data management protocols to organize and store data securely.
• Prepare regular M&E reports highlighting project progress, achievements, challenges, and recommendations for improvement. Present these reports to management and other relevant stakeholders.
• Conduct impact assessments and evaluations of projects to measure their effectiveness and identify areas for enhancement. Use qualitative and quantitative methods to assess program outcomes.
• Train project staff and enumerators on M&E methodologies, data collection techniques, and reporting standards. Support capacity-building efforts to strengthen M&E skills within the organization.
• Collaborate with program managers and stakeholders to identify areas for improvement and recommend adjustments to enhance project performance and impact.
• Facilitate the documentation and sharing of lessons learned, best practices, and project success stories to inform future program design and implementation.
• Support analyzing collected data to identify trends, patterns, and critical insights on project performance and impact. Interpret findings and communicate them to relevant stakeholders
• Ensure adherence to M&E frameworks, organizational policies, and donor requirements.
• Conduct regular quality assurance checks to maintain data accuracy and integrity.
• Support the development of the PEAL strategy.
• Collaborate with external consultants and stakeholders to conduct external evaluations of projects, if necessary.

Requirements and Qualifications.
• Bachelor’s degree in a relevant field (e.g., International Development and Statistics, etc.).
• Proven experience in monitoring and evaluation, preferably in the context of development projects or non-profit organizations.
• Strong analytical skills and proficiency in data analysis and interpretation using software such as STATA, Excel, or other statistical tools.
• Familiarity with M&E methodologies, tools, and best practices.
• Excellent written and verbal communication skills to effectively present findings and recommendations.
• Ability to work independently and collaboratively in a team environment.
• Detail-oriented and well-organized to manage multiple tasks and deadlines effectively.
• Knowledge of donor reporting requirements and compliance standards is an added advantage.
