Job Summary: The Programme Assistant – Biometrics Team Leader will work in a core WFP biometrics project team including: a Project Manager and a Field Roll-out Coordinator

Key Duties and Responsibilities:
Provide support the field roll-out of the Biometrics project into the food collection procedures used by WFP and partners during distributions;.
Support the test go-live in the first refugee settlement and collect lessons learned to build on the SoPs and iterate in other settlements;
Support the joint WFP-UNHCR technical Working Group, calling meetings, drafting minutes and ensure follow-up of administration, finance, HR and procurement-related issues;
Support the establishment of an internal WFP technical working group made up of Communications, Supply chain, Programme, IT, Finance, Admin, HR, AME, calling meetings, drafting minutes and ensuring follow-up on agreed action points;
Support the area and field offices to establish similar coordination mechanisms at the field level.
Coordinate with relevant support units (IT, Procurement, Admin and Finance) to ensure equipment and services are procured, inventoried, and delivered to the field offices on time;
Prepare regular progress reports to the WFP-UNHCR technical working group, area and field offices, and senior management, RBN, HQ, donors, and other partners.

Qualifications, Skills and Experience:
The ideal candidate for the United Nations UN World Food Programme (WFP) Programme Assistant – Biometrics Team Leader job opportunity should hold a University degree in either Information Technology /Computer Science, electronic engineering or other relevant fields
At least two years of progressively responsible professional experience, Recent direct experience working with displaced populations (refugees or IDPs), and demonstrated efficiency and effectiveness in implementing new initiatives
Experience in facilitating communication with technical teams (i.e. nutrition, VAM, etc.).
Experience contributing to the implementation of programmes.
Should have observed or assisted with policy discussions.
Strong project management experience is a must.
The candidate must have strong references indicating that s/he has excellent people skills and can lead a diverse, cross-cultural, multi-organizational team to successfully complete a complex and sensitive task.
Excellent (English) written and oral presentation skills are required.
High capacity for organization and coordination, as well as an ability to work with a high degree of independence in a team environment;
A willingness to travel to remote areas; ability to cope with situations which may threaten health or safety;
Flexibility in accepting work assignments outside normal desk description.
Language: International Professional: Fluency (level C) in English language

Personal Competencies:
Programme Lifecycle & Food Assistance: Can facilitate implementation of food assistance programmes under guidance using basic understanding of principles and good practices of programme design, implementation and monitoring.
Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to facilitate, under guidance, food assistance programme implementation that deploys full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
Knowledge of Specialized Areas: Understands basic technical concepts and data andtheir relevance to food assistance programmes.
Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
Strategic Policy Engagement w/Govt: Understands and applies basic principles of engagement with government counterparts at the national or local level.
