Job Summary:
Under the direct supervision of the Programme Manager the Programme Officer is to support, develop, implement and oversee all Johanniter programmes in Uganda and support Johanniter’s partner organizations in the field.
Job Responsibilities and Accountabilities
Overall job purpose
The Programme Officer will work as part of the Johanniter Uganda national team reporting to the Programme Manager. Based in Kampala with frequent work in the field (about 60 – 70% of the time), the incumbent will support the partner organizations in the field projects monitoring, evaluation and learning plans for Johanniter projects that mainly cover; Nutrition, Health, WASH and Livelihoods/food security sectors. In this role, the Programme Officer will support the Johanniter Programme Manager, the project Partner ‘s to oversee the programme implementation, M&E staff in planning, designing and implementing M&E plans for their specific projects procurement. In addition, he/she will act as a trainer for the partner’s field team on topics identified during capacity assessments and in line with programme design and will work to disseminate capacity building to the partner field staff. The Programme Officer will actively monitor programme activities remotely and in the field ensuring quality of Johanniter’s project and will lead the engagement of Partners.

Key Duties and Responsibilities:
Strategy and Vision
Actively support the values of Johanniter and shapes the work accordingly
Contribute to the development and implementation of the global strategy of Johanniter International Assistance
Programme Management
Support the Programme Manager to oversee the implementation of project activities in Uganda ensuring that services are delivered on time, on budget and in compliance with donor regulations
Ensure that Johanniter partner field staff understand the requirements for respective projects implementation
Work with the Programme Manager to ensure Johanniter projects are implemented in ways responsive to communities, partners in line with JUH’s principles, values and strategic plan and compliant with JUH’s procedures. Ensure cross cutting issues like gender and inclusion are effectively streamlined in project implementation
Work with the Programme Manager to develop detailed implementation plans and follow up with team members regularly to ensure that activities are on track
Work with the Programme Manager, monitor program progress against both programmatic and budgetary targets, making adjustments to programme design as necessary As requested by the Programme Manager, prepare timely and high quality programme and donor reports on project activities in compliance with internal Johanniter requirements and any relevant external donor requirements.
Work with the program manager in identifying potential funding opportunities and actively participate in the proposal writing process when need arises.
Support the Programmme manager in reviewing partner narrative and financial reports as well as PMEAL data
Accountability and Monitoring Systems Development:
Overall responsible for the implementation of the Johanniter Monitoring and Evaluation plans in Uganda
Support in conducting assessments like needs assessments, baselines and evaluations etc., particularly in regards to communicating needs to the Johanniter partners team, and participate where possible
Contribute to proposal development and programme design, indicators definitions, theory of change development and log frame design.
Ensure partner reporting on the INGO platforms like the ActivityInfo and the OPM URMSS portal.
Support producing monitoring and accountability tools and conduct regular (monthly) field process monitoring.
Support Johanniter and the partner staff in field data collection and analysis
Should provide beneficiary counts; i.e. a monthly, quarterly and annual gender, age and disability disaggregated overview per grant per partner.
Contribute to the rollout of Johanniter’s global strategic initiatives related to measurement & accountability, and enable reporting against Johanniter’s global standards and requirements.
Monitor overall project implementation of Johanniter’s partners and provide feedback for their field office staff.
Learning and Documentation:
Attend and participate in relevant meetings with Johanniter’s and Partners’ projects teams on project monitoring and learning i.e. updates on projects progress on achievements & challenges for actions and reactions.
Contribute to organizational learning documentation and dissemination of key findings stemming from monitoring, assessment, and other analyses of project learning activities.
Facilitate and participate in information sharing among Johanniter staff & partners.
Support to compile periodic reports with relevant indicator data per grant, showing targets versus actuals and action plans and share with the projects teams/managers.
Collect and file success stories, case studies, pictures, legal documents etc. and file them accordingly.
Capacity Building
Facilitate capacity building for Johanniter’s partner on skills/knowledge related to project management.
In consultation with the line manager, participates in relevant training (online or in person) and shares the acquired knowledge with Johanniter and partner staff.
Other:
Represent Johanniter in relevant forums and networks when necessary
Assist the country office team in translating guidelines and templates
Support the Country Office in all other tasks.
Qualifications, Skills and Experience:
The ideal applicant must hold a Bachelor’s degree in Development or Social studies, Economics, Statistics, or related field from an accredited academic institution
Three years of relevant work experience in Humanitarian or development organizations
Extensive practical experience in working through and with partner organizations and in community engagements, and mobilization.
Knowledge on application of MEAL concepts in project planning and management.
Computer skills: especially in application of digitalization in MEAL.
Demonstrated experience and skills in project reporting, knowledge management & learning process.
Knowledge of humanitarian standards and codes, including SPHERE would be an advantage.
Strong writing skills in English
Excellent communication skills with Fluency in ENGLISH and other local languages
Strong interpersonal skills required, with the ability to collaborate with others
Willingness to travel and work in remote, rural locations with up to 50% of the time in field sites.
Self-driven, cultural aware and able to work in new, unstructured environments
Ability to meet deadlines/perform duties on time; highly organized
Attention to detail.
