The United States Embassy in Kampala, Uganda has enjoyed diplomatic relations with Uganda for over 30 years. Ambassador Deborah R. Malac currently heads the U.S Mission to Uganda. The Mission is composed of several offices and organizations all working under the auspices of the Embassy and at the direction of the Ambassador.

Among the offices operating under the U.S Mission to Uganda are:
· United States Agency for International Development (USAID)
· Centers for Disease Control (CDC)
· Peace Corps

Job Summary: The Public Affairs Assistant provides logistical, clerical and administrative support for all of the United States Embassy in Kampala’s public affairs programs.

Key Duties and Responsibilities:
Clerical and Logistics: 45%
Responsible for day-to-day logistics for all exchange and speaker programs, including preparation of IV slate cables, creation and maintenance of files on each participant and program, drafting of letters from the Ambassador to grantees, and entering nomination information into the EVDB database.
Works closely with post’s Financial Management Office to arrange travel allowances for exchange participants, and drafts all routine communicationrelated to exchange travel. Assembles information packets for grantees, and maintains exchange program files.
Assists incoming and outgoing Fulbright grantees with housing, banking, and other needs. Facilitates communication between senior staff and grantees, making appointments and advising on procedures and administrative requirements. Insures that other Embassy sections are aware of Public Affairs section needs regarding programs. Tracks status of all exchanges and speakers programs. Works with travel office to coordinate reservations for visitors associated with public affairs programs.
Administrative Support: 30%
Responsible for coordinating the section’s travel reservations and submitting vouchers for reimbursement. Also submits representational claims for the section. Acts as section
timekeeper.
Budget and Grants: 15%
Responsible for making travel grants for all PD exchange visitors, IVLP, Fulbright, Humphrey, etc.
Coordinates with FMO to make sure that all documentation is in compliance with set guidelines.
Acts as back up for the section’s main budget and grants officer representative.
Contact Management: 10%
Ensures that all PAS contacts are entered into the Mission’s contact database.
Facilitates maintenance of those contacts by drafting basic correspondence, distributing presentation materials, etc.
Coordinates with the Information Resource Centre (IRC) to ensure broadest possible distribution of IRC products to contacts.
Perform any other duties as may be assigned.

Qualifications, Skills and Experience:

At least two years of progressively responsible work in advanced secretarial or program administration experience is required.
Skill in personal computing, excellent work processing skills, as is experience with database management and internet resources is required.
Working knowledge of Uganda’s government institutions and cultural, educational, and media organizations required.
Language Proficiency: Level IV in written and spoken English required.
