Senior Programme Assistant – Kampala – UN World Food Programme

The UN World Food Programme (WFP) is the United Nations frontline agency against world hunger. It is the largest and longest serving humanitarian agency in Uganda. Currently WFP focuses on three priority areas namely: Emergency Humanitarian Action (EHA); Food & Nutrition Security (FNS); and Agriculture & Market Support (AMS). WFP has operations in various parts of the Country.

Job Summary: The United Nations WFP Senior Programme Assistant will provide timely support to the sub office in implementation of its operations in accordance with WFP regulations, objectives and running work plans

Key Duties and Responsibilities:
· Ensures that programme and activities planned are implemented according to the agreed work plan and Field level agreements (FLAs) with partners;
· Ensures regular programme monitoring and timely submission of reports to the Country Office through the head of sub office;
· Promotes partnership at all levels of programme activities in the Sub Office;
· Evaluates the performance of Cooperating Partners and advises the Head of sub office on the appropriate action;
· Compiles Sub Office reports and ensure data by FAM is entered into relevant data bases in particular PRoMIS;
· Conducts regular reviews of the partners’ activities and performs field missions to monitor performance of the partners and achievement of targets;
· Supervises and mentors the Food Aid Monitors (FAM);
· Guides the head of sub office on operational issues and challenges faced in the Sub Office and actions that need to be taken at the sub office level;
· Undertakes operational planning for the Sub Office plan of work; Liaises with logistics unit on the issuance of Food Release Notes (FRN) of all activities and in a timely manner;
· Acts as a focal person for the generation of the FRNs in liaison with the partners on the numbers and prevailing ration levels for the different activities;
· Manage and supervise the work of Field Monitor Assistants in the programme unit;
· Organize and manage weekly monitoring and reporting of field activities for the FAM;
· Carry out FAMs performance and evaluation using laid down procedures.
· Ensures timely review of partners’ reports and accountabilities for approval by the head of sub office and submission to country office;
· Ensures excellent interpersonal relations between WFP, its CPs and other stakeholders;
· Ensures public awareness of WFP’s activities;
· Performs any other duties as assigned by the Head of Office

Qualifications, Skills and Experience:
· The ideal candidate for the World Food Programme Senior Programme Assistant vacancy should hold a University degree in any of the following fields, Agriculture, Food Science and Social Sciences or other related field from a recognized institution. Possession of Post graduate degree would be added advantage;
· A minimum of five or more years of significantly progressive working experience in a related field gained from reputable organizations;
· Additional training in Management, project planning and management and communication and advocacy.
· Proficiency in both oral and written English is essential;
· Strong working knowledge and expertise in using MS Office applications;
· All WFP applicants-should be mature persons with sound judgement
· Possess the ability to extract, interpret, analyse and format data and resolve operational problems whilst working with minimum supervision
· Ability to supervise and train junior staff
· Ability to build and establish effective working relations with persons of different national and cultural backgrounds
