University Secretary – Gulu University

Gulu University is a Public University established by Statutory Instrument No. 16 of 2003. The University was set to serve as a launch pad for equitable development in Uganda providing knowledge and skills and stimulating innovations in education, technology, economic advancement and social development. The University is located in Gulu Municipality with branches in Lira, Kitgum and Hoima districts.

Job Summary: The University Secretary will technically support the institution through the provision of general administration of the University, including custody of the Seal and Administration of its Assets.

Key Duties and Responsibilities:
· The incumbent will serve as the Secretary to the University Council
· The job holder will also be the Accounting Officer of the University
· The University Secretary will support the Vice-Chancellor in the Finance and Administration functions of the University;
· In charge of the production and maintenance of an Almanac for Council and Council
· committees;
· The incumbent will also make sure that all Committees of Council are adequately resourced and serviced;
· Responsible for sending out notices of Council meetings and timely production and follow up of Council minutes and Resolutions;
· Ensure timely, efficient and accurate communication of Council decisions to Stakeholders;
· Take charge of all legal matters of the University;
· He /she will manage all the procurement matters of the University;
· The incumbent will recommend to Council persons for appointment to the Contracts
· Committee and Sub-contracts Committees;
· Responsible for the maintenance and regular up-date of the University’s Asset Register, including all her lands;
· The incumbent will also be responsible for Coordination of the Financial Reporting, Planning and Budget processes of the University;
· Perform any other related duties that may be assigned by the Vice Chancellor as and when deemed necessary.

Qualifications, Skills and Experience:
· The ideal candidate for the University Secretary vacancy should be a Ugandan citizen holding an Honours Bachelor’s Degree and a Master’s Degree in Educational Management or a Management related field from a recognized Institution. Possession of Professional qualifications in any of the following shall be an added advantage: Accounting, Administrative Law, Procurement and/or Membership of the Institute of Chartered Secretaries and Administrators (ICSA);
· At least ten years’ experience, five (5) of which must be at Senior Managerial level in a Reputable Organisation;
· The applicant must be industrious and self-driven
· Must be ready to work for long hours and can withstand pressure
· Excellent track record of high integrity
· Computer literacy skills
· Excellent communication and interpersonal skills
· Age: Between 45- 55 years
