Kyambogo University is the second largest Public University in Uganda. Job Summary: The Director Information Communications Technology Services will oversee and direct the overall operations and provision of information and communication technology services in the University.
Key Duties and Responsibilities:
Formulate the development and review of the University’s ICT policy, guidelines, regulations and rules.
Oversee operational and strategic planning for the University’s ICT processes, systems and procedures.
Manage and provide oversight for the implementation of an ICT security strategy and disaster recovery plan.
Manage the implementation of all ICT projects within the University.
The incumbent will also ensure the development, implementation and maintenance of all policies related to ICT services including procurement, distribution and asset management.
Manage the implementation and maintenance of technology infrastructure in line with the University’s Master Plan.
Create opportunities for applied research with a strategic focus for in-house staff development and career growth.
Develop and manage planning and budgeting for the University’s ICT equipment and services to ensure optimal utilization of resources.
Ensure continuous improvement of the quality and cost efficiency of the ICT services including service level agreements.
Direct and supervise all staff to ensure that they fulfill their mandates in the ICT Directorate.
Manage the Secretariat to the ICT Implementation Committee.
Build and maintain linkages and collaborations with other institutions and ICT industry players in order to foster business development.
Lead the development of Business Plans for DICTS and provide technical guidance on business development activities.
Develop in liaison with the Directorate Human Resource a formalized training program for technical support staff and all users with the aim of raising skills, standards and awareness in the use of ICT applications.
Work in liaison with the Directorate of Planning and Development to attract donors and funding agencies to mobilize resources for ICT activities.
Perform any other related assignments as may be assigned from time to time by the Deputy Vice Chancellor.
Qualifications, Skills and Experience:
The applicant must hold a Masters in ICT in Telecommunication Engineering, Computer Science, Information Technology and Electrical Engineering with a minimum of 8 years’ relevant working experience. A PhD in an ICT related field will be an added advantage.

Has practical skills and knowledge of working the developments of applications that automate and integrate all university business process such as Online Admissions, Online Payments, Online Registrations, Results Management Systems, e-Learning Platform, Human Resource Management System, Library Management, ID Processing, Students Records and Identification Systems, Inventory Management System, Mobile Applications, Medical Management Systems, Financial Management Systems and so on

Practical Knowledge and skills of conducting tests and inspections of ICT products, services, or processes to evaluate quality or performance
Practical Knowledge and skills of determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes
