Job Summary:
The Head Facilities and Administration is charged with managing the general administration aspects of the Bank to include the operational aspects of HR Operations, Infrastructure projects, Fleet, Channels logistics, Administration and Bank Security with full consciousness of timeliness and quality of deliverables, value for money, regulatory requirements and preservation of the banks brand to ensure growth of the bank’s business objectives and avoid any losses.
The job-holder is also charged with Coordinating, driving, and directing effective compliance and Operational Risk Management at the Business Unit level.
Key Duties and Responsibilities:
· Coordinate the payroll management & administration, ensuring that all statutory requirements are obliged with.
· HR Policy compliance custodian – ensuring all HR related activities are done as per policy. Ensure policy changes received from CCIO HR staff are followed and implemented, staff are sensitized all times with current HR policies.
· Effectively liaise with vendors, landlords, contractors, and consultants to ensure that all facility projects are delivered according to the agreed specifications and budgets.
· Evaluate contractor quotations and methodologies and guide the procurement of vendors, contractors, and consultants.
· Enforces security procedural rules and regulations by sensitising and training staff on security emergencies.
· Reports all security incidents to the proper authorities for corrective action to be taken in a timely manner.
· Coordinate all the Health and Safety activities of the Bank and report any incidents accordingly.
· Coordinate with all our security service providers like private security firms, engineering firms & consultants to foster timely service delivery.
· To take straight forward decisions on administration matters and seek approval when acting outside usual jurisdictions.
· Review administrative activities to identify point of service failures for corrective action to be taken in a timely manner.
· In liaison with procurement and other business units, coordinate Bank insurance related activities to include insurance policy renewals, relationship management and insurance claims.
· Set, monitor and give timely feedback on performance and development targets for staff.
· Manage and develop staff as well as foster a team approach by actively building strong working relationships both within the department and in the Bank.
· Management of capital and operational expenditure within budget for the unit.
Qualifications, Skills and Experience:
· The applicant for the DFCU Bank Head Facilities and Administration job must hold a university Degree preferably in Human Resource Management or any other related field.
· Post Graduate Diploma in Human Resource Management.
· Post Graduate Diploma in Management.
· Eight years working experience preferably in a Financial Institution with at least four years in a managerial capacity.
· Ability to exhibit self-motivated & self-driven capabilities.
· Knowledge & excellent use of Micro soft packages (like excel, power point, word, statistical packages).
· Good understanding of Bank policies and procedures.
· Good understanding of the interconnectivities of functions and processes.
· Good understanding of the budgeting process.
· Industry and business awareness.
· Expert knowledge of the Uganda Labour laws and familiarity with the International Labour laws.
· Excellent problem solving and decision-making skills.
· Ability to work under pressure and in a fast-paced environment.
· Good organization skills.
· Exhibit high integrity and ethical standards in accordance with our code of ethics & business conduct.
