Head Information Communication Technology (ICT) Department – Kampala – National Planning Authority

About NPA:
The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution of the Republic of Uganda (1995). Accordingly NPA is the principal statutory agency responsible for the management of national and decentralized development planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans.

Job Summary: The Head Information Communication Technology (ICT) Department will be responsible for managing and advising on the entire IT Infrastructure and system of the NPA, including all hardware and software. The ICT Manager will be responsible for coordination IT interventions at the National level on behalf of NPA

Key Duties and Responsibilities:
Works in liaison with relevant stakeholders in developing the national long, medium and short term ICT plans and policies.
Actively participate in various national and regional ICT initiatives/ program activities such as e-Government, e-schools, etc, on behalf of the Authority.
Participate in the development of tools for data collection, storage, processing and dissemination at the various levels of Local and Central Government.
Works closely with the Ministry of ICT in bid to harmonize and standardize NPA ICT infrastructure and systems to the national data transmission back bone and e-Government infrastructure.
Take part in monitoring and evaluation of National ICT interventions.
Develop and implement NPA’s IT strategic plan, policies and procedures.
Assess ICT resource needs of the Authority and prepare Annual Budgets and Work-Plans.
Oversee the Authority’s IT network system.
Manage and Coordinate the regular up date of the NPA Website.
Participate in developing, maintaining and updating the NPA Planning Database, including the Community Information System (CIS).
Participate in systems analysis to determine ICT equipment and systems of the Authority.
Guide on sound servicing and maintenance of ICT disaster recovery system for the Authority.
Provide ICT technical support to all departments and programs of the Authority.
Establish and maintain a functional ICT disaster recovery system for the Authority.
Mobilize financial resources to undertake major projects in NPA
Perform any other duties as may be directed from time to time by the Supervisor or Management.

Qualifications, Skills and Experience:
The applicant should hold a First Degree in Information Technology, Computer Science, Information Science, or any other first degree relevant to the Job and a Master’s degree in Computer Science, Engineering in Computer, Information Science, Management Information Systems, Applied Technology or any other management area
Professional qualifications from the Computer Information Systems Company (CISCO) including: Cisco Certified Network Associate (CCNA), Cisco Certified Design Associate (CCDA), Cisco Certified Network Professional (CCNP), Cisco Certified Internetwork Professional (CCIP)
Certifications including: Microsoft Certified Solutions Expert (MCSE): Microsoft Systems Data Management (MSCD), Microsoft Certified Solutions Expert (MCSE), Microsoft Certified Systems Administrator (MCSA), Microsoft Certified Professional (MCP)
Certification in Systems Administration; Virtualization; Software Development; Routers; DB and Management is essential
Additional qualifications in Development Planning, Economic Policy and Planning; Development Economics; Research / Policy analysis or a closely related discipline shall also be considered as added advantage
Excellent track record of ten years in similar roles, five of which at Management level
The varied knowledge and experience at broad levels should have been acquired at Senior or above level in ICT Planning and Development, ICT Policy Development and Implementation , or equivalent relevant level of experience in a reputable development-oriented institution/organization involving management of cross-functional activities
Past experience in Government Systems, operations, budgeting, accountability, and reporting and coordination mechanisms is a requirement.
Extensive working experience in LAN Systems Administration; Secure remote access configuration & management; designing and implementing DMZ’s; Virtualization; Software development using state-of-the art tools; Relational Database engine management; Network optimization; managing corporate website and intranets; enterprise content management and work-flow processing; Content filters; and Routers.
