ICT Officer – Mercy Corps

PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps has been operating in Uganda since 2006 and directly implements various programs in Acholi and Karamoja sub-regions, now expanding to several other district with funding from USAID,USDA, SIDA, DFID,NIKE FOUNDATION,SDC,WALMART FOUNDATION, FAO, and MASTER CARD FOUNDATION. Information technology (IT) is one of the critical departments in ensuring that Mercy Corps achieves its intended objectives.

GENERAL POSITION SUMMARY:
The ICT Officer is a critical position for Mercy Corps Uganda. This is an effort to integrate ICT functions into MEL to improve program management and quality. With no supervisory and managerial responsibilities, the ICT Officer works closely with MEL staffs and reports to IT Administrator at head-office and day to day reports to Operations Manager in the designated field office. The ICT Officer will be primarily responsible for Network system setup and support as well as trouble shooting and digitization support to MEL team. The ICT Officer is responsible for the consistent functionality of all information technology (database, servers, Internet, equipment, cleaning, power related issues etc) in the field. The position will require a shared role in MEL and ICT activities across programs in the field to enhance effective program management and quality.

ESSENTIAL JOB FUNCTIONS:
• Disseminate Mercy Corps IT Systems & Policy and orient staff on appropriate use. Monitor the usage of IT systems to ensure adherence to the policies.
• Monitor miss use of bandwidth and restrict unwanted websites at server
• Ensure all MC systems are free from pirated soft wares and only licensed soft wares are used at all times
• Diagnoses and repairs software problems or bugs, assists project staff with technical problems and helps to resolve those problems and prevent future issues where possible
• Ensure anti-viruses are updated periodically on all systems
• Installing and configuring computer hardware operating systems and applications as required;
• Troubleshooting system and network problems and diagnosing and solving hardware or software faults as well as replacing parts as required;
• With IT Administrator setting up new users’ accounts and profiles and dealing with password issues;
• From time to time conducting electrical safety checks for the office to ensure all equipment are safe from electrical hazards, and that power is sufficient to run systems.
• Conduct staff training on computer basics and the use of MS Office applications. Assist on maintaining or updates applications needs for programs and operational staff, while also supporting the roll-out of new applications within MC Uganda;
• Maintain an efficient Local Area Network for Mercy Corps offices in the filed areas. Not to change the Mercy Corps designed configurations without written approval by the Country IT Systems Administrator and the Country Director.
• Collaborate closely with Program Managers and MEL staff in developing and establishing information systems that serve the needs of the program, including the development and implementation of program databases, analysis and reporting forms, and mobile data collection tools.
• Provide leadership in designing individual program-level databases and information management solutions that inform and improve each program, as well as provide feedback into the country-level system to ensure adherence to Mercy Corps’ standards, including the use of standardized indicators and documentation methodologies.
• Provides support to partner agencies and Mercy Corps MEL staff for GIS-based random sampling for population-based surveys and partners routine monitoring process.
• Prepares a set of Base Maps and develops GIS products for stakeholders on data provided and supporting field staff in spatial data collection of ecological and socio-economic parameters as and when required
• Configuration of web and database server and security for DPMELC-IS
• Takes initiative in upgrading DPMELC-IS serve, digitization and updating shape files to provide speedy and more reliable system to end users
• Responsible for development and execution of architectures, policies, practices and procedures that properly manage the full data lifecycle of the Design, Planning, Monitoring and Evaluation Information System (DPMELC-IS)

KNOWLEDGE AND EXPERIENCE:
• 1st Degree in Computer Sciences, Statistics, Information Technology (IT) and/or related area
• Excellent computer literacy
• Knowledge of digital and mobile data configuration
• Experience in GIS or any other spatial data demonstration
• Preferably 3 years’ experience in ICT, preferably from a reputable organisation
• Experience in both hardware and software required in setting local area networking (LAN); experience in the configuration of outlook and other email mail client.
• Exclusive knowledge of internet, proxy, pop mail, TCPIP settings and windows applications
• Experience in LINUX is preferred
• Experience for upright maintenance of all mails account
• Ability to plan and troubleshoot low maintenance systems is a must. Ability to troubleshoot and maintain both wireless and cable connections is required. Must understand, follow and implement existing policies on IT equipment use and best practices.
• Knowledge of electrical work is an added advantage
• Fluent spoken and written English }
