Senior Programme Design and Partnership Manager – Kampala – Restless Development

About US:
Restless Development (Uganda) is an International NGO established to address the challenges faced by young people in Uganda by placing young people at the forefront of change and development. Our vision is for all Ugandan youth to live healthy and productive lives, fully supported by those around them. Our programming focuses on three core areas: youth sexual and reproductive health and rights, youth civic participation and youth employment and livelihoods.

Key Duties and Responsibilities:
Oversee programme design (30%) Working closely with the Country Director, Senior Programme Quality Manager, Senior Finance Manager, and other relevant stakeholders:
· Share donor strategy and broader funding sector information with design teams to strengthen the relevance of programme design to sector trends.
· Work in close collaboration with the MERL lead to extract, document, and share insights and learning from internal programmes and external examples of best practice to inform evidence-based programme design
· Work closely with the Senior Programme Quality Manager and MERL Manager, lead programme design processes, including workshops, interactions with International Support teams, problem mapping, and design according to PCM principles.
· Build the capacity of programme, finance, and other key staff in programme design methodology and delivery
· Develop (where needed) and / or disseminate tools for innovative successful programme design.
· Ensure clear processes are in place for effective communication and coordination with relevant teams (field offices, Programmes leadership, Finance leadership) on programme design and proposal development processes
Represent Restless Development externally to support new business generation, developing and owning implementation against a programme funding strategy to ensure we have a sustainable income base (50%) Work in liaison with the core management team, and International investments and partnerships unit:
· Develop clear annual targets and plans focusing on high quality earnings
· Ensure detailed cultivation plans are in place
· Carry out regular review and take appropriate action to ensure our funding base from your streams remains sustainable and in line with our growth ambitions
· Significantly contribute to strategic planning and positioning of Restless Development with our partners
· Lead and/or participate in external meetings and opportunities for partners within your portfolio
· Pro-actively identify new opportunities through regular sector/horizon scanning, ensuring at all times relationships are institutionally held
Ensure we offer top quality stewardship of our grants exceeding donor and organisational standards (15%) Working closely with the Grants coordinator, programmes and finance provide helicopter oversight to:
· Ensure internal oversight systems and tools are operational and improved where needed to provide accurate management of our pipeline within the streams you oversee and send regular monthly progress reports appropriate for senior management and our Trustees
· Ensure compliance and standards are achieved at all stages of the programme funding cycle including, full-cost recovery, proposal submissions, and donor reporting
Management of Grant Coordinator (5%)
· Prepare and send regular and strategic performance management and support to the Grants Coordinator
· Ensure sound team planning and unit performance monitoring is taking place

Qualifications, Skills and Experience:
· The applicants for the Restless Development Senior Programme Design and Partnership Manager should have at least three years fundraising experience in the international development sector
· Proven experience of programme design and development
· Broad knowledge and understanding of RMEL systems and use of data and evidence for learning and development in design processes
· Previous exposure and experience in institutional partnership building, relationship management, fundraising, and partnership development; consortium experience ideal
· Broad knowledge and understanding of project cycle management
· The ideal candidate will be results orientated and thrive within a multi-cultural, target-focused, and sometimes high-pressured environment. Operating at a most senior level of the agency, they will be highly self-motivated and have demonstrated superior diplomacy, influencing and analytical skills.
· Proven success building relationships, coordinating complex processes with many stakeholders, and leading/influencing ‘up’ the organogram, ‘across’ to partners and peers, and ‘down’ with direct reports
· Excellent written and fluent spoken English
· Excellent IT, interpersonal, written and verbal communication skills
· Previous experience and knowledge across one or more of our goal areas is desirable
· Experience of working in a developing country
· Working knowledge of relevant national and international strategies and frameworks in the areas of youth empowerment, sexual health, HIV/AIDS, education and poverty issues.
