Chief of Party, Strategic Information Technical Support – Social & Scientific Systems, Inc. – Kampala

Overview:

On behalf of Social & Scientific Systems, Inc, The People & Capacity Group, www.pacgroup.co, is looking for a Chief of Party (COP), for a $23 million, 5-year USAID funded project in Uganda. The purpose of the USAID’s Strategic Information Technical Support (SITES) contract is to facilitate, promote and enhance evidence-based programming and reporting in Uganda’s health system, particularly its response against the HIV/AIDS epidemic.

Responsibilities:

Promoting and creating awareness of the SITES program and achieving program goals

Oversee all project activities and liaising with USAID and other stakeholders in Uganda
Oversee contract implementation, providing the technical vision and approach, and managing the project team and subcontractors
Ensure the project complies with award terms and conditions, USAID and SSS policies and regulations, and that systems are in place to mitigate risk of fraud, waste and abuse
Lead the development of annual work plans, project budgets, and reports
Monitor and evaluate all work. Ensure clear delineation of roles and responsibilities.
Analyze budgets, prepare financial reports, and provide recommendations to HQ on budget expenditures.
Lead efforts to communicate project goals and the results of project activities to USAID and in-country stakeholders through presentations, social media, topic briefs, etc.
Lead and direct staff and operations

Plan and coordinate the flow of work in collaboration with the DCOP
Supervise, train, and guide staff
Establish work plans and annual performance goals for each team member, in collaboration with the DCOP, ensuring timely and quality execution of group deliverables
Make recommendations concerning employment, termination, performance, and other personnel actions
Ensure that Standards of Conduct, the Employee Handbook, and other corporate and applicable policies, procedures, and schedules are adhered to
Recommend, approve, and implement operation’s policies, procedures, and schedules within limits of authority
Manage coordination mechanisms with relevant stakeholders

Serve as the principal liaison with USAID and other stakeholders, to continuously align project activities with USAID priorities in a dynamic environment.
 Knowledge, Skills and Abilities:

Senior-level experience leading and directing international projects and/or working knowledge with USG-funded program management, policies, regulations, and procedures is desirable
Demonstrated knowledge of PEPFAR, GOU and other stakeholder data requirements and a good understanding of the political economy around HIV/AIDS programming at USG and GOU is desired
Experience in decentralized health service delivery and good knowledge of health care system in the sub-Saharan African.
Experience supervising complex, high-speed and challenging field operations in developing countries.
Excellent team-building and interpersonal skills and demonstrated ability to develop staff capacity in cross-cultural settings.
Excellent oral and written communication skills, analytic skills, interpersonal skills, and team management skills.

Qualifications:

A Master’s degree with five (5) years of experience (in addition to the 10 years’ requirement noted below), in Business Management, Public Health, Monitoring and Evaluation, Development Studies, Economics, Epidemiology, Biostatistics, Health Statistics, Applied Research or related field
Or a Bachelor’s Degree with seven (7) years of experience (in addition to the 10 years’ requirement noted below), in Business Management, Public Health, Monitoring and Evaluation, Development Studies, Economics, Epidemiology, Biostatistics, Health Statistics, Applied Research or related field
Ten (10) years of working in M&E of HIV/AIDS prevention and treatment programs, five of which must be at senior management level
Demonstrated leadership skills in working collaboratively with other donors, host country institutions, and international organizations
Proven experience successfully managing large projects and coordinating work across activities and subcontractors
Excellent communication and presentation skills
Excellent past performance references
