About MONUSCO:
Following the signing of the Lusaka Ceasefire Agreement in July 1999 between the Democratic Republic of the Congo (DRC) and five regional States (Angola, Namibia, Rwanda, Uganda and Zimbabwe) in July 1999, the Security Council established the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC) by its resolution 1279 of 30 November 1999, initially to plan for the observation of the ceasefire and disengagement of forces and maintain liaison with all parties to the Ceasefire Agreement. Later in a series of resolutions, the Council expanded the mandate of MONUC to the supervision of the implementation of the Ceasefire Agreement and assigned multiple related additional tasks.
Job Summary: The Associate Civil Engineer will provide support to the United Nations Support Base in applying the basic theories and techniques of civil engineering in the design, construction, maintenance, repair, supervision, contract administration and contract liquidation.
Key Duties and Responsibilities: Within delegated authority, the Associate Civil Engineer will be responsible for performing the following duties:
· In charge of applying basic formulas to complete routine calculations for small projects or minor phases of broader assignments related to engineering requirements of peacekeeping or other UN missions, such as design, construction, repair of buildings, roads, helipads, airfields, waste disposal systems, storm water management, environmental control systems, and field defense structures.
· Preparing scopes of works, specifications, BOQs, drawings and other contract documents.
· Provide support to the Project Manager/Head of ES in overseeing construction projects through contractors and consultants as well as in-house projects.
· Responsible for preparing project reports to be submitted to senior level management.
· In charge of supervising construction projects, supporting contract administration, evaluating contractors’ reports, proposals, payment applications and claims, and recommending to the Project Manager.
· Searching technical reports to obtain information related to projects in progress.
· In charge of recording factual data in tests and observation studies.
· Performing drafting and minor detail designs.
· In charge of assisting in surveying work to determine site selection for new structures.
· Assisting in calculation of stresses and strains affecting proposed structures by making routine calculations of such factors as estimated load, water pressure, soil characteristics, temperature fluctuations, and nature of building materials used.
· Preparing requisitions for procurement of construction supplies.
· Maintaining liaison with local authorities/ contractors/ consultants/ suppliers concerning the provision of supplies/ services and projects.
· Supervising other national staff as applicable.
· Performing any other duties as may be required.
Key Performance Indicators:
· Plans and designs basic specifications for construction projects;
· Effectively and in a timely manner, liaises with contractors/ consultants/ logistics counterparts and other concerned parties at all stages of projects.
Qualifications, Skills and Experience:
· The ideal candidate for the United Nations MONUSCO Associate Civil Engineer should hold a Bachelor’s degree or higher, in Civil Engineering or related disciplines from a recognized institution.
· At least two years of progressively responsible experience in engineering design and construction or management-related area.
· Previous experience working in a multicultural/ international environment is desirable.
· Language: Fluency in English (both oral and written) is required.
