About UETCL:
Uganda Electricity Transmission Company Limited (UETCL) is responsible for bulk purchase of electricity from the generating companies and selling the electricity in bulk to the distribution companies throughout Uganda. UETCL is also responsible for all exports and imports of electricity to Uganda. Job Summary: The Projects Engineer – Electrical will support the Principal Projects Engineer in the management and supervision of the execution of power transmission plans to meet the future demand in line with company objectives.
Key Duties and Responsibilities:
1. Engineering Design, Procurement & Works Supervision:
Manage all project activities from detailed design to successful commissioning of power transmission substations and lines in fulfilment of Company objectives and strategies.
Actively participate with Planning and Investments department to;
Carry-out system studies to identify network constraints and recommend optimum solutions to meet existing and future power demands.
Prepare conceptual designs, bills of quantities, cost-benefit analysis and tender documentation for the design, manufacture, testing, supply, construction, installation and commissioning of transmission substations and lines in accordance to engineering standards and procurement guidelines.
Identify optimal substation sites and line routes and provide technical support in the acquisition of right-of-way.
Prepare/Review design calculations, specifications, drawings of transmission line and substation power systems, equipment, earthing, protection, control and communication systems in liaison with end-user departments.
Prepare project implementation and procurement plans and track the execution.
Harmonize the project kick-off and site handover.
Check conformity of detailed design calculations, drawings and specifications of power transmission line and substation structures and equipment in accordance to standards for design, construction, regulatory and industrial best practice.
Supervise, monitor and report on the progress and quality of equipment and works and recommend corrective actions wherever necessary inclusive of coordination of necessary inclusive of coordination of necessary network switching operations and issuance of access permits to existing facilities.
Regularly review and advise on change proposals and ensure validity of contract amendments.
Prepare commissioning protocol and coordinate the inspection and commissioning tests of completed installations and works and subsequent UETCL’s takeover of completed facilities and verified as-built documentation and operation & maintenance manuals.
2. Contract Management:
Actively monitor and ensure effective coordination between UETCL and Consultants, Contractors and all other project stakeholders to attain execution of the contract scope within approved budget and timelines.
Ensure compliance to safety, social, health and environment regulations and project-specific requirements.
Monitor and assess project risks and execute necessary mitigation measures.
Perform any other duties as may be assigned from time to time.
Qualifications, Skills and Experience:
The ideal candidate should hold a University Degree in Electrical Engineering.
Professional registration with relevant body.
At least four (4) years of professional working experience.
Possess excellent Project Management skills.
Comprehensive knowledge of Industrial & SHE regulations.
Past experience in managing multi-lateral financed projects.
Prior experience in PPDA and donor-funded procurement guidelines and reporting practises.
Computer literacy skills i.e. proficiency in Microsoft Project or similar project scheduling and monitoring tool.
Hold a valid National Driving Permit
Possess excellent analytical skills, interpersonal skills, leadership skills, report writing skills.
Ability to withstand stressful work situations and have willingness to work long hours outside the normal hours.
Be a person of high integrity, must be highly motivated, innovative and a committed team player.
Willingness to travel extensively and be away from duty station for extended periods.
