About World Bank RCIP Program:
The Government of Uganda has secured funding from the International Development Association (IDA) to finance various activities under the Regional Communications Infrastructure Program (RCIP). The RCIP Uganda project will complement existing country ICT and e-government infrastructure initiatives by helping boost the already existing e-government infrastructure and bridge the financing and technical gaps.
Job Summary: The Cloud Services Engineer is mainly responsible for taking the lead role in developing and operations of a full range of IT integration services and supporting a multi-platform computing environment, including: information systems modernization initiatives, software engineering, infrastructure services, data warehousing, database administration, research, planning, security, federal enterprise architecture initiatives required under RCIP in response to user requests. The ideal candidate must have a strong technical background, proven technical support experience and ability to work in a high availability environment.
Key Duties and Responsibilities:
Take the lead role in Automation and Orchestration of all cloud services and applications and work with all types of project teams (including analysts, Architects and developers) to design, automate and orchestrate systems required to meet user needs.
Takes a Lead role in applying industry standard Site Reliability Engineering/DevOps tools & techniques to ensure all cloud infrastructure is highly-available & hardened against failures & security breaches.
Offers analytical and technical expertise on system integration, installation, replacement and upgrades of servers and operating systems.
Design and implement enhancements to existing databases. Work on extended assignments to debug or fix major database problems.
Develop and maintain a comprehensive library of all supporting documentation, and initiate corrective action to ensure all database servers and other cloud applications meet or exceed processing requirements for performance and reliability.
Design, implement and enforce comprehensive maintenance procedures for RCIP’s computer database and application systems.
Provide training, write documentation and user manuals, including data standards, procedures and definitions for the data dictionary (‘metadata’).
Keenly monitor system logs and activity of all users within the system and provide solutions to database and application problems faced by the users.
Write, develop or modify business systems/databases ensuring data, queries and reports can be captured, managed and maintained easily and accurately.
Document and monitor operational, security and maintenance procedures and contribute to reviews as appropriate in order that continuity of service provision is maintained.
Regularly monitor the performance of the database server system and develop and implement improvements to systems architecture and procedure to improve efficiencies.
Keep up to date with technical and industry sector developments and develop/co-ordinate the application of data definition standards and data models to achieve consistent and integrated recording of information throughout the company.
Ensure data security, storage, archiving, backup recovery procedures are functioning correctly.
Offer support in developing facilities, support and advice to enable the exchange of data to and from server based business systems/databases.
Analyse and resolve problems relating to the availability and security of the server based databases as reported by users ensuring that normal service is restored to staff as soon as possible after a failure.
Perform any other duties as reasonably instructed by the post-holder’s manager.
Qualifications, Skills and Experience:
The ideal candidate for the NITA-U Cloud Services Engineer career opportunitys hould hold a Bachelor’s degree in Computer Science, Information Technology, Computer Engineering or a related degree.
Possession of a Master’s degree in Computer Science, Information Technology, Computer Engineering, or in a related field is an added advantage.
Certifications in Oracle 11g, Microsoft SQL Server 2012 or any relevant certification.
Cloud related certifications, e.g., CompTIA Cloud+ or Certified OpenStack Administrator, is an added advantage.
At least three (3) years overall Cloud computing Administration experience on large scale ICT related projects.
Previous experience in a hands on database administration role on Microsoft SQL Server, Oracle, or MYSQL database server, including database backup and recovery experience.
Experience in hands on systems administration of cloud tools and technologies like, VMware , Software defined storage, openstack, KVM, Rackspace ,Hadoop, AZURE h) Significant experience designing, installing and administrating virtualized environments.
Proven experience in supporting production and non-production databases and applications.
Previous experience developing and using web-based APIs (especially REST-based APIs) is an added advantage
Excellent problem solving skills with soft skills to lead teams
Aptly manages team demands on his/her time and shows willingness/ability to delegate technical execution or responsibilities when appropriate.
Directs technical aspect of operations related to escalated assignments or high severity issues as they affect or confront a project or team.
Demonstrates interest in improving the NITA-U’s technical awareness,
In-depth and use of technology across the business.
Actively participates in the evolution of NITA-U best practices, standards, and policies as it related to software development.
Extensive knowledge in automation and orchestration platforms like, Chef, Puppet, Ansible, PowerShell, Vagrant, Ruby, Python etc.
Good scripting experience is preferred.
