Background
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in 40 countries around the world.
DRC’s mandate is driven by three global strategic objectives within the DRC Assistance Framework: Saving lives and alleviation of immediate suffering among people affected by conflict; Safeguarding, restoration and development of livelihoods; and, Institutional and organizational change that contributes to protection of people’s rights and peaceful handling of conflict.
Purpose
Under supervision of the Shelter and Construction Manager and the Area Manager Adjumani Refugee Settlement camp, the Engineering Officer will support the construction activities for construction and rehabilitation of emergency shelters and infrastructure facilities in various settlements in Adjumani District.
Key Responsibilities
The Engineering Officer will perform the following tasks:
• Assist the Area Manager in planning and budgeting of infrastructure project in all settlement
• Assist in design, project cost estimation and tendering of all shelters and infrastructure projects and liaise with the district authorities for approval of plans
• Supervise all constructions under DRC in the settlement and ensure that works are carried out as per set standards specified in the drawings, designs and technical specifications.
• Measurement and valuation of the works executed by the contractors and preparation of the measurement sheets and interim payment certificates (IPC)
• Maintaining proper documentation of the progress and site records
• Monitor quality and quantity of materials used in the various elements of the bridge.
• Conduct technical assessments whenever required.
• Prepare monthly work plans and reporting on actual work achieved against planned.
• Supervise contractors, ensuring that the workmanship is as per set standards.
• Liaise with the District engineering departments for any technical advice.
Reporting Arrangements
The Site Engineer will technically report to the DRC Shelter and Construction Manager (Sen. Engineer). S/he shall for administrative purposes report to the DRC Area Manager, Adjumani.
Personal Specifications
Essential:
• Bachelor degree in civil engineering from a recognized University or Institution;
• At least 5 years of relevant work experience in a busy construction industry, two of which must have been with an NGO in a refugee/ displacement context
• Ability to provide technical leadership in a multidisciplinary setting;
• Proven ability to work creatively and independently both in the field and office;
• Ability to work with culturally diverse groups of people;
• Computer literacy is a must.
Preferable:
• PGD in Project Planning and Management
• Computer literacy is a must with proficiency in CAD, Ms Excel and words.
• Ability to work in physically challenging conditions and under pressure, in a culturally diverse society
