Field Engineer (6 Job Placements) – Catholic Relief Services

Job Summary: The Field Engineer will mainly provide on-site construction quality and progress inspection for the contracted construction projects and monitor and report on all aspects of Workplace Health and Safety activities at CRS construction sites.

Key Duties and Responsibilities:
· Carry out inspections to allocated construction sites to ensure that construction is in accordance with design specifications in the construction contract.
· The incumbent will organize and chair monthly site meetings with contractor to review progress, quality, safety, budgets and other operational issues. Invite the Districts Engineer and Health Offices to the site meetings.
· Routinely inspect and approve or reject material according to contract specification and agreed methodology.
· The incumbent will inspect and approve or condemn workmanship according to contract specification and agreed methodology.
· Manage and ensure the proper testing of materials according to applicable standards, i.e., concrete slump tests, concrete cube test.
· Keenly inspect critical structural components prior to sign off. Special attention to reinforcement and form work and quality of concrete for foundations columns and beams.
· Responsible for setting out the building foot print according to the agreed location with the hospital and or land owner.
· Address requests for variations with contractor and project management staff.
· In charge of preparing and submitting field reports and maintain a filing system for proper and efficient project documentation and monitoring reports.
· Evaluate and process contractor progress payment requests.
· Evaluate performance of contractors and issue notices of non-compliance when necessary
· Ensure that design concerns raised by contractors are raised to the team leader
· Coordinate with other CRS departments concerning all aspects of project implementation.
Site Safety Responsibilities:
· Actively promote safety driven construction practices (safety culture) by regular review of project site safety initiatives and compliance by contractor.
· Maintain a file for each current contractor’s safety plans.
· Host monthly site meetings with workers to summarise all aspects of safety and provide special awards/rewards to workers.
· Keenly evaluate performance and provide critical feedback to the Contractor and CRS staff regarding compliance with CRS safety standards.
· Carry out monthly site safety and protection visits.
· Carry out a thorough site safety inspection.
· Present a detailed verbal report of the inspection findings at that meeting.
· Guide the contractor that they will be required to prepare and forward a written response to the Project safety Coordinator’s report and to rectify any matters of concern.
· Inspect the site office accident report book and ensure that it is being used to record all incidents in detail.
· Inspect the emergency phone numbers list and ensure that it is current and relevant. Discuss emergency action in case of accident.
· Routinely inspect all electrical tools and equipment and issue a report on condition and action to be taken.
· Inspect first aid kit.
· Actively monitor and provide written comment to the Contractor and the Project Manager on the quality and value of the safety topic that is presented at the weekly safety meetings by the Contractors representative.
· In charge of inspecting the Project safety review and check sheet that is prepared by the CRS field engineer each week and make comment in the open meeting on any incidents of concern.
· Take appropriate action to rectify incidents that present danger to the workers on the site or occur regularly, as indicated by the check sheets.
· Routinely check and report to team leader of any child labour or exploitative practice observed on site.

Qualifications, Skills and Experience:
· The Field Engineers should preferably hold a Bachelors’ Degree or Diploma in Civil Engineering or Construction Studies
· A minimum of five years’ experience in construction site supervision, building inspection, or construction management in rural areas, with a balanced awareness of how to effectively manage contractor performance.
· Detailed working knowledge of local building codes and design standards
· Prior experience in and a good working knowledge of all aspects of Workplace Health and Safety in the construction industry in Indonesia, are an asset.
· Computer literacy skills i.e. Proficient in MS Office applications (Word, Excel, Outlook Access).
· Fluency in both verbal and written English
· Excellent communication skills
