About NPA:
The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution of the Republic of Uganda (1995). Accordingly NPA is the principal statutory agency responsible for the management of national and decentralized development planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans.
Job Summary: The Planner Geographical Information Systems will ensure that spatial planning is facilitated by Geographical Information Systems (GIS) for scientific and statistical information that is critical for effective development planning.
Key Duties and Responsibilities:
In charge of coordinating the geo-spatial datasets, data standards, quality products, analysis, and dissemination of Information used in the development of a National Spatial Data Infrastructure (NSDI).
Responsible for developing, maintaining and managing NPA’s information systems required to help easy storage and accessibility of geo-spatial information.
Coordinating activities related to NSDI global standard IM tools as well as be the NPA Uganda focal point for the NSDI platform;
Carrying out period needs training assessment for NISDIC members, and recommends specialized courses.
Updating and maintaining current system; evaluate, recommend, test and install new geospatial technology; contributing information and recommendations to strategic plans and reviews;
Online spatial data filing, online data sharing on drop-box, cataloguing and geo-database management.
In charge of producing Web-based Geo-visualization and spatial mapping.
Validate data validation and participate in Sector, consultations, MDAs and other key stakeholder for spatial framework detailed analysis.
Do quality mapping using geo-spatial validation technologies, such as GPS to identify networks, suitability and relationships among spatial attributes.
Generating detailed Geo-statistics and figures of spatial data attributes.
Provide information by collecting, analyzing, and summarizing data and trends in new Geospatial technologies.
Develop raw GIS data in NPA Database and Data Management systems.
Geo-reference and digitize of spatial data in ArcGIS Desktop and Server environments.
Map spatial data using geo-spatial validation techniques; such as Google earth and satellite images to identify networks, suitability and relationships among spatial attributes.
Conduct ArcGIS map formatting, design and standardize layers for use during detailed spatial analysis.
Continued integration of GIS layers of various spatial elements set up of map layers ready for detailed spatial analysis in the system.
Qualifications, Skills and Experience:
The Planner GIS should hold a Master’s Degree in; Geography; physical / urban planning, Environment and natural resources, and relevant area from a recognized University, institution
Also, the incumbent should hold a First Degree in ; Geographical Information Systems, Physical planning, Geography, Environmental and or natural resources management, urban planning , or another relevant area from a recognized university
Additional relevant qualifications (optional): Advanced certificate in Geographical Information Systems, Certificate in Geographical Information Systems
A minimum of five years of progressively responsible experience in the area of GIS and IM. Extensive work experience with GIS Software (Arc GIS Server, Arc GIS Desktop and Mobile, Q-GIS and others) and Map-Servers is essential.
Familiarity with NSDI development and implementation is a must.
Proven experience in systems development and using NET technologies and Geo-databases like MS SQL Server, MySQL, PostgreSQL, Oracle, Spatialite
