Public Health Engineer – Humanitarian Initiative Just Relief Aid

Humanitarian Initiative Just Relief Aid (HIJRA) is an international African humanitarian and development organization that positively contributes towards improving the living standards and conditions of those adversely affected by disasters and conflict in the Horn, East & Central Africa by implementing WASH, Health, Education, Livelihoods, Community service & development and Protection programs in the region for a period of more than 20 years.

About UNHCR Project:
HIJRA with funding from the United Nations High Commissioner for Refugees (UNHCR) in Uganda to implement a multi-Sectoral Program for refugees in Oruchinga settlement (Isingiro district) and Nyakabande Transit Center (Kisoro district).

Job Summary: The Public Health Engineer will be responsible for managing the assigned WASH and infrastructure project(s) in line with the objectives, budget and timeframe laid down in the proposal(s). The incumbent also enhances beneficiary participation; manages and training local staff; implements undertake quality control procedures, guides field implementing teams assesses, progress and impact plans and initiating new infrastructure in WASH projects / proposals.

Key Duties and Responsibilities:
· The Public Health Engineer will carry out rapid and detailed needs assessment in the camp(s) and the host communities.
· The incumbent will support pipeline survey, design technical drawing, bill of quantities for water distribution facilities and organize logistics supports to supply materials at site.
· Ensure that minimum standards of technical quality in all engineering activities and interventions are technically appropriate, realistic and budget sound.
· Prepare agreement/procedures documents for labor contract or sub-contract relevant works.
Technical Management:
· Responsible for the implementation, management, supervision of WASH activities and infrastructure in liaison with the project officer and camp manager and as per the activity plans and time frames outlined in program proposal proposal(s) and UNHCR and international guidelines and standards.
· Support the CPM in developing in ensuring delivery of quality WASH outputs and outcomes.
· Support the project manager and camp manager in managing construction of infrastructure projects; ensure good maintenance and sustainability of WASH activity outcomes by persons of concern.
· Build the capacity of WASH team in undertaking water quality testing; conducting assessments, (Rapid and KAP surveys) report writing, monitoring and evaluation.
· Ensure integration of beneficiary participation and accountability (BA) in all aspects of the project. Assist in integrating beneficiary participation into the existing project(s) framework and develop ways of integrating BA into infrastructure project(s).
· Develop improved hygiene and sanitation facilities and strategies in liaison with program teams.
· Ensure accurate and timely weekly, monthly and quarterly reporting of progress of WASH activities to Field managers, country office, UNHCR and other partners.
· Actively monitor and documents indicators of impact in WASH for decision making and project proposals.
· Develop and implement innovative approaches in WASH (e.g. Iron removal from borehole water,)
Staff Management:
· Lead and guide the WASH team including staff development training and performance assessment in liaison with the project and camp manger
· Develop safety guidelines in the workplace and ensure that the WASH team enjoy healthy living conditions and practices at work place.
Financial Management:
· Work closely with respective project and managers to develop budgets, plan and execute expenditures for WASH activities.
· Be a member of procurement committee while evaluation of WASH related procurement/contracts or services is being undertaken.
Logistics:
· Manage the correct and timely ordering (within budgetary constraints) of all necessary Infrastructure and WASH supplies and equipment, ensuring minimum stocks are maintained and items are stored and distributed correctly and timely.
· Ensure the careful use, regular servicing and appropriate replacement of all equipment, within budgetary constraints, for the WASH activities
Quality Management:
· Implement, as far as is possible within operational constraints, relevant policies and standards relating to current operations including national, and international (e.g. Sphere and HAP) standards, donor guidelines and other good practice.

Qualifications, Skills and Experience:
· The applicant should preferably hold an Advanced degree in Water and Sanitation Engineering, Environmental Science, Public Health or any other related field from a recognized university.
· At least five to ten years’ experience in humanitarian work and significant understanding of building materials, construction and integrated Watsan and hygiene promotion Programme for IDPs in camps, urban and rural situation
· Hands on experience of technical project implementation and ability to work within deadlines and independently in difficult environment is essential.
· Broad working knowledge and experience in working with local communities with a capacity of providing technical training.
· Involvement in emergency relief programs in Africa would be an asset
· Proven ability to work well under pressure and in response to ever changing needs
· Working knowledge and understanding of the NGO humanitarian sector
· Must have the ability to travel and work in difficult circumstance
· Good assessment, analytical and planning skills
· Good diplomatic and negotiation skills
· Must have team work experience
· Analytical and conceptual skills for WASH projects activities design and implementation, monitoring and evaluation
· Excellent computer skills including familiarity with AutoCAD (latest version), Microsoft Word and Excel, SPSS.
· Ability and willingness to work in remote areas for extended periods of time
· Outgoing personality with excellent communication skills.
· Good team player, flexible and capable of working with a multinational country team
