Technical Advisor – Gender & Youth – Future Options – Kampala

The Advisor on Gender & Youth is responsible for:

Key Responsibilities
• Supporting state partners and civil society in the area of women’s rights, gender equality and youth participation
• Supporting partners and the programme in taking a gender and youth
• inclusive approach to programme implementation
• Representing the programme together/in close cooperation with the line manager and all relevant actors.
• Planning, implementing, monitoring and reporting on activities in line with the mandate of the programme.
The Advisor on Gender & Youth performs the following tasks:
Specific Tasks
• Strategic conceptual work:
• Providing institutional capacity development for CSO Partner Organisations in collaboration with other team members
• Advising on strengthening CSO engagement with regards to gender and youth in different sectors at national and subnational level.
• Ensuring gender mainstreaming within the programme and cooperating with the Advisor for Gender, Health & Disability Inclusion HIV at the GIZ country office.

• Supporting the strategic alignment of interventions with the programme’s goals.
• Maintaining existing partnerships with state and non-state partners and establishing new partnerships,
Operational work:
• Providing technical support to the development and implementation of different cooperation modalities with partners throughout Uganda. Providing technical and capacity building support to state and non-state partners in the area of gender and youth

Managing consultancies.
Communication:
• Ensuring regular, transparent, and pro-active communication within the programme, including with administrative staff.
• Ensuring an open, timely and smooth communication with programme partners and other GIZ programmes.
• Supporting the internal and external representation of the programme in coordination with the Communication and PR Officer of the programme, the focal point person of the component, and the line management. Contributing to the communication work of the programme by providing input to and developing ideas for communication materials for social media, articles and other interventions, and forwarding them to the communication focal person in the component and the PR advisor of the programme.

Administration and Reporting:
• Participating actively in the monitoring of the programme and exchanging experiences and lessons learnt with other colleagues.
• Providing timely input to M&E and reporting requirements, including means of verification.
• Ensuring the timely and diligent update of GIZ’s reporting and monitoring tools
• Supporting administrative tasks for a smooth implementation of the programme in coordination with the administrative officer and line management.

Required qualifications, competences, and experience. Qualifications
• Master in a relevant field, for example in Law, Political Science, Social Science, Development Studies, Gender Studies or other.

Professional experience
• Minimum 5 professional experience working on gender and youth issues
• Experience from governmental structures and their interaction with civil society.
• Experience from CSO networks and/or formal/informal participation processes is an asset.
• Experience in qualitative and quantitative research, data collection and data analysis
