About Us:
The Government of the Republic of Uganda has received Loans from the African Development Bank (ADB) International Fund for Agricultural Development (IFAD), Arab Bank for Economic Development of Africa (BADEA), Islamic Development Bank (IDB) to finance the Community Agricultural Infrastructure Improvement Programme (CAIIP) whose principal development goal is to contribute to poverty reduction and economic growth initiatives in Uganda through enhanced commercialization of agriculture. The specific objectives of the Project are to enhance farmer’s access to markets, attract competitive prices and increased incomes through improvements in rural infrastructures and their management by well mobilized communities.
Key Duties and Responsibilities:
Ensuring theft District/Urban Council project facilitation teams’ capacity is built to facilitate communities to participate in the planning, implementation and management of all CAIIP sponsored infrastructures investments.
Providing guidance and staff training to Districts, Urban and Sub-county staff in the areas of social mobilization and social development that are relevant to the programmes.
Working closely with the Agro-Industry Specialist, to strengthen capacity of the Community Development Officers, Commercial Officers and Environmental Officers to ensure sustainable management of the Agro-processing facilities and markets constructed and installed under programmes.
Preparing reference materials for training of the community based Project Management Committees such as the Infrastructure Management Committees, Market Vendors Associations, and Agro-processing Management Committees including other stakeholders involved in implementation of programme activities at District, Urban Council, Sub-county and community level.
Ensuring that the District/Urban Council level project facilitation teams are well orientated on the project selection and prioritization criteria and on guidelines for formation of Infrastructure Management Committees.
Offering technical guidance to Urban Councils in the implementation of activities under Market management and trade enhancement component under the Markets Agricultural Trade Improvement Programme (MATIP).
Ensuring that cross cutting issues of HIV, Gender, environment and good governance are integrated into project design, planning, implementation and monitoring and evaluation.
Support Urban Councils to register market vendors targeted for MATIP in order to have clear and accurate records of the beneficiary vendors to guide relocation of vendors to pave way for construction, allocation new facilities to vendors upon completion of the markets and to plan for future development programmes.
Assisting Urban Councils to form and strengthen Market Vendors Associations to fully participate in the implementation and sustainability of MATIP
Ensuring that different stakeholders including target communities are well sensitized about MATIP by guiding Urban Councils to implement the advocacy and awareness raising activities as stipulated in the Communication strategy.
Carrying out any other duties and assignments as may be assigned by the Permanent Secretary/Ministry of Local Government or National Programme Facilitator.
Qualifications, Skills and Experience:
The ideal candidates should be Ugandans who hold an Honours Bachelor’s Degree in Social Sciences or Social Work and Social Administration or Development Studies plus a minimum of a Masters degree in Social Sciences or Social Work and Social Administration or Development Studies or Social Protection Financing or Monitoring and Evaluation from a recognised University/Institution.
At least five years of related experience in community development/mobilisation or monitoring and evaluation;
Capacity to organize and run training sessions; and
Excellent interpersonal and communication skills, strong negotiation skills and ability to cultivate team spirit,
High degree of honesty and integrity with no criminal record, result oriented and proactive.
Excellent command of written and spoken English.
