GWPEA, a partner of the Nile Basin Initiative ( an agency hosted by the Nilebasin Initiative) seeks to hire an individual consultant to assist GWPEA Secretariat in the process of acquiring legal status as a Regional non-profit making Organization whose Regional Secretariat is based in Uganda.
The overall task is to visit Uganda NGO’s Board and other relevant Uganda Government Agencies, collect necessary information, meet relevant officials to introduce and explain the case of GWPEA Secretariat for seeking legal Registration as Regional non-profit making. The consultant will draft all necessary documents requested and start the application process until the legal registration is completed.
This assignment will be an output based and will be carried out as such:
· Read the Agreement signed with the Republic of Uganda to establish and GWPEA Regional Secretariat and analyse its relevancy ;
· Read relevant Uganda laws and regulations and get all necessary information and advice on the best way of registration
· Organise several meeting with officials of relevant Uganda Government Agencies at local and national levels to make the case and advocate for of GWPEA as non-profit making organisation;
· Advise and brief GWPEA staff, RSC Chair, GWPO and Host Institution on the best way of registering GWPEA as an International Organisation with several portions, requirements for each option and consequences
· Regularly meet and brief the Regional Coordinator of GWPEA Secretariat on the progress made up the final stage.
It is anticipated that the consultant will undertake and commit to the core of the assignment approximately for ten working days. In this period, he /she will read through and understand all the relevant background documents, meeting and interact with key resources persons, draft and submit the application file for the legal registration of GWPEA.
For the rest of the period remaining after 10 working days, the consultant will be going back and forth to Uganda NGO’s Board to follow up the application and respond to questions that may arise. It is estimated that the consultant will be able to deliver the output, certificate of legal registration not later than 30th September 2015.
Based on the level of commitment of the consultant and time required for follow-up of the application with Uganda NGO’s Board, the consultancy fee will be negotiated and the consultant will be paid a lump sum, not necessarily commensurating with the time spent.
The assignment requires a legal advisor who is familiar with and has better understanding of Uganda legal and regulatory procedures and processes governing NGO’s, and ready to help GWPEA in registration process.
The individual consultant must have at least a University Degree in Law. The consultant should be familiar with and understand very well the Uganda Public Administration procedures, and have sound experience of 3 years as a lawyer or legal advisor in a public or private organization. Having done similar work for any organization will be an added advantage
More specifically the Consultant is required to have:
§ Proven knowledge of Uganda legal and regulatory frameworks for NGO’s;
§ Excellent drafting, communication and presentation skills, including high-level fluency in the English language and an ability to transmit ideas and information in a clear and effective manner;
