About GOAL:
GOAL is an international humanitarian agency dedicated to alleviating the suffering of the poorest of the poor. We are a non-denominational, non-governmental and non-political organisation. GOAL Uganda country project focuses on two of GOAL’s three strategic sectors: Health (including WASH and health accountability programming); and Livelihoods. GOAL Uganda mainstreams HIV, gender, child protection and the environment/DRR across all programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with local civil society organisations, private sector partners and District Local Government to give effect to our mission.
About DfID ACT Health:
GOAL received funding from DfID-Uganda for Accountability Can Transform (ACT) Health and began implementing the programme in 16 Districts of Uganda in 2014. The programme is implemented in consortium with four Ugandan partner NGOs and communities to assess health service / utilisation status and document proposed improvements in quality and use of health services. The foundations of the ACT Health programme are: dissemination of Citizen Report Cards through health worker dialogues, community dialogues and meetings between community members and health centre staff. In the community level dialogues, participants agree on agree on priority issues and actions to address challenges at a local level. The progress is reviewed every six months. The programme also has evidence-based, people-centred district and national advocacy components. Throughout implementation, the programme tries to balance focus on responsibility, responsiveness and relationships to improve health outcomes.
Job Summary: The ACT Health Programme Manager will support the director in supporting programme implementation, people-centred advocacy planning and delivery and the ACT Health team composition.
Key Duties and Responsibilities:
1. Upward Accountability to Donor DFID (25%)
· Actively monitor spending on the DFID budget, review detailed transactions and provide recommendations
· Highlight any challenges on the burn rate and propose realignment options
· Prepare and submit budget projections
· Draft all quarterly reports and workplan updates for submission to DFID
· Maintain DFID files for the programme (reports, communications, etc.)
2. Sub-Grant Management for Four Downstream Implementing Partners (35%)
· Provide significant support to programme and budgetary planning for partners
· Oversee the programmatic review / approval of downstream partner agreements
· Oversee grants opening meetings for downstream partners
· Lead input to GOAL internal grants management processes (monthly partner review meetings)
· Regularly review partner narrative reports and flag issues for discussion with partner teams
· Review partner financial reports and monitor burn rates, variance allowances
· Quickly respond to queries on budget variance, etc. arising from partners
3. Programme Management (30%)
· Organise and plan trainings and technical support for field teams
· Regular field visits and provide support to GOAL field teams, partner implementing teams and Kampala colleagues
· Offer timely support to district-based people-centred advocacy strategy development
· Actively monitor national policy discussions and civil society health advocacy & accountability (WDWW)
· Significantly contribute to district and national level advocacy guide and strategies
4. Other Duties (10%)
· Because this is a new position, roles and responsibilities may shift from those currently envisioned
· Special assignments as agreed with supervisor and ACT Health team
Qualifications, Skills and Experience:
· The ideal candidate for the ACT Health Programme Manager vacancy should hold a relevant Bachelor’s degree
· At least five years’ work experience
· Prior experience with People-Centred Advocacy
· Skills in writing donor reports
· Skills in budgetary and programme planning, monitoring and management
· Sub-grant/sub-award management, preferably for a large institutional donor (USAID, EU or DFID)
· Working knowledge of institutional donor rules and regulations
· Highly detail oriented
· Excellent organizational and planning skills
· Highly analytical and systematic thinker
· Exceptional communication skills (writing, editing, verbal and presentation)
· Ability to build consensus among peers and partner organisations
· Confidence and belief that communities can self-advocate and make change
· Ability to manage change and uncertainty with a positive and constructive attitude
· Initiative and proactivity in problem identification and proposing solutions
· Good team player who is comfortable adapting to a situation that will change and evolve over time
